The Rtnte department today made public regulation! of the convention of 1 It 2 4 between the two powers, ap proved by President CoolldgS and the Canadian cabinet, providing that each government will notify the other when authorities believe a rum or drug running ship is clearing to cross the boundary. Customs officers are directed to refuse clearances of vessels when It Is evident from the tonnage, size and genrral character of the ship or sup posed false statements in the clear ing papers that smuggling Is intend ed. This will prevent clearances of small motorboats from Canada to points In Mexico and Cuba, it was pointed out. Shipments of liquor through Alas ka to northwestern Canada must be transported under the customs seals of both countries, according to the regulations.
