From a democratic viewpoint, the house of lords Is probably the most reactionary senate to be found in any country today The thing that makes reform absolutely essential in these democratic days is the fact that the great majority of its members hold their seats by virtue of decent from Home peer- who was summoned to some mediaeval parliament by a war rior monarch, who did not greatly . care about the "rights" of mere com mon folk. Under the unwritten constitution of Britain, the house of lords consists of "princes of the blood, and the lords spiritual and temporal." Of the first grade, nowadays, only royal dukes are eligible for membership, mnd for many years they have dis creetly refrained from voting, so that the throne should not be compro mised by -intervention in party poli tics. The present royal dukes are the , prince of Wales, as duke of Corn wall, the duke of York and the duke of Connaugbt. The "lords spiritual" are limited tol two archbibiiops, York and Canter bury, and 24 bishops, all naturally of the Church of England, as this is the state religion. Tie "lords temporal" are the hold ers ot various kinds of peerages, and their number is limited only by the 'number of new creations, all holders ot which automatically take seats, j The present membership of the house I of lords is 736. The 'lards spiritual" hold tteir j seats for the tenure of their ecclesias-' tical appointments, but the peers of! England, Great Britain and the united kingdom take their seats' on reaching the ago of 21 and retain them for life without risk of being unseated or option ot resignation. Just how to modernize the house ot lords is a questioa on which scarcely two people agree. The older type of political thinker insists that the mere fact that a peer does not have to worry about getting himselfelectedor reelected, places him above momen tary and possibly "unhealthy" agita tion and scares, and renders him more fit for impartial revising legis lative work. For many generations it has been an axiom of British politics that the lords may not interfere with national finance or taxation. Premier Asquith's liberal govern ment came back with a small major ity after the 1910 election and pro ceeded to pass the "parliament act" more popularly known as the "lords' veto bill" which specifically barred the lords touching any meas ure .certified by the speaker of the bouse ot commons as a "money bill." It also limited the lords' veto to de laying the passage of any bill more than two years', provided no election Intervened and the house of commons still desired to'euact the measure. The house of lords only consented to pass the "vpto bill" under threat ot Asquith, who announced that he had King Edward's promise to create enough liberal peers to swamp the nnti-Kovernment vote. One of the rleditcs cf l.loyd -George had to give to the conservatives in order to secure their support to his coalition government after the war, was to Introduce u measure of "real reform" of the Ionia, and since then ho has been able to sidestep the ques tion, as tlio cabinet was apparently unable to agree what form the re form should take. Earl Robbins hurt his foot badly Inst week while working at the rock crusher. Most of the high school pupils met at the Sisters school to order the books for the coming year. Mr. and Mrs. P. A. South and daughter. Ruby, spent Thursday in Redmond. Ruby had her tonsils taken out. Miss Thelma Zumwalt of Camp Sherman spent Thursday and Friday with Miss Naomi Snyder. Charles Gist and P. B.
