The run-down condition ot Mexico's railroads probably is bet ter illustrated in Torreon than In any other city of the republic. 'In the heart of a wealthy agricultural and mining. district, supporting smelters and various other indus tries, Torreon rightfully earned its the clink of gold within hearing dis tance of a petty railroad official, the merchant may obtain his necessary freight space. Without this jingle, his chances are materially decreased. Torreon, with its many agricultural and manufactured products, is one of the heaviest sufferers from this shortage of cars. The conductor operating from Mexico City to Torreon threw light on the situation as his train neared this city, five hours late. "Only one train a day," he ex plained, "leaves the capital on the northward trip to Ciudad Jarez, via Torreon. That might be sufficient if there were any local trains. But there are not.. And there are scarce ly any freight trains, either. As a result.everytbing possible is shipped by express, and this train, the only passenger train on the line, must stop at every station to load or un load merchandise." There are no local trains because there are not sufficient cars nor en gines. Tho same explanation goes for the scarcity ot freights. Fre quently three or four freight cars are ent with any functioning whatever. Cars have been destroped by rebel and bandit factions, the sides have been torn from others to be used for firewood, bridges have been de stroyed and hastily reconstructed and parts of the roadbed have been greatly damaged. In all this time, little money has been spent for maintenance. The De la Huerta government, however, has recognized that the railroad problem is one of the moat pressing in the entire country and has already taken steps to replen ish the equipment In purchases from the United States. There is some discussion, also, of returning the roads to the American bondholders, but no definite decision has been reached.
