Otto Hartwlg, president of the State Federation of Labor, contrast ed labor conditions in America and Germany, and declared that organ' ized labor would not be found want ing when Victory bonds are offered to the people. Mr. Hartwlg, while the war was on, endeavored three times to enlist for foreign service, but was of so much value to the gov ernment in straightening out labor difficulties which were hampering war work that he was not permitted to go. Among the other speakers were O. W. Taylor and John F. Daly of Portland and Captain Crumpacker. B. F. Irvine of the Oregon Journal and E. E.
