NATION/WORLD East Oregonian Page 6A Wednesday, August 29, 2018 Trump accuses Google of biased searches By DARLENE SUPERVILLE and BARBARA ORTUTAY Associated Press AP EXPLAINS How Google search results work WASHINGTON — President Donald Trump on Tuesday accused Google and other U.S. tech com- panies of rigging search results about him “so that almost all sto- ries & news is BAD.” He offered no evidence of bias, but a top adviser said the White House is “tak- ing a look” at whether Goo- gle should face federal regulation. Google Trump pushed back sharply, saying Trump’s claim simply wasn’t so: “We never rank search results to manipulate politi- cal sentiment.” The president’s tweets echoed his familiar attacks on the news media — and a conservative talking point that California-based tech companies run by CEOs with liberal leanings don’t give equal weight to opposing political view- points. They also revealed anew his deep-seated frustration he doesn’t get the credit he believes he deserves. The president, who has said he runs on little sleep, jumped onto Twitter before dawn Tuesday to rehash his recent complaints about alleged suppression of conserva- tive voices and positive news about him. He followed that up with vague threats in Oval Office comments. “I think Google has really taken advantage of a lot of people, and I think that’s a very serious thing. That’s a very serious charge,” Trump said, adding that Google, Twitter, Facebook and others “bet- ter be careful, because you can’t do that to people.” Trump claimed that “we have literally thousands and thousands of complaints coming in. ... So I think that Google and Twitter and Facebook, they’re really treading on very, very troubled territory and they have to be careful.” Larry Kudlow, the president’s By RYAN NAKASHIMA AP Technology Writer Political leanings don’t factor into Google’s search algorithm. But the authoritativeness of page links that the algorithm spits out and the perception of thousands of human raters do. Here’s a look at how Google returns results when you search for things, news, and even news about Trump. WHAT GOOGLE’S BOTS DO: At its core, Google indexes the entire web — some hundreds of billions of pages — using programs called web crawlers. These bots collect descriptions of pages and their incoming links and save this information in Google’s data centers. When you search on Goo- gle, it scans this index — which is more than 100 million gigabytes large — to quickly provide what it thinks are the most relevant results. Google knows the most popular search terms and, if you’re typing, offers to complete the words as you go. WHAT HUMANS DO: Search results are created by an algorithm that has been fine-tuned to incorporate the reviews of some 10,000-plus employees commonly known as search quality raters. These individuals follow a set of guidelines to judge the quality of search results, particularly when Google engineers are considering changes to the search algorithm. Last year, Google engineers tweaked the search algorithm 2,400 times based on the results of more than 270,000 experiments, rater reviews and live user tests. When it comes to judging the quality of the top news stories that Google displays, three major issues come into play, according to Google: Fresh- ness, relevancy and authoritativeness. Google’s crawlers scan pages more frequently if they change regularly. In the case of news sites, new stories can be added to the index within seconds of publication. top economic adviser, told report- ers later that the White House is “taking a look” at whether Google searches should be subject to some government regulation. That would be a noteworthy development since Trump often points proudly to his cutting of government regulations as a spur for economic gains. In his tweets, Trump said — AP Photo/Don Ryan Fresher stories will get bumped up in search results. Results that are more relevant to a search tend to appear higher on the results page. WHAT IS AUTHORITY? Raters measure the authoritativeness, expertise and the trustworthiness of the sources that appear in search results. Goo- gle suggests that raters consider recommendations from professional societies and experts to deter- mine a page’s authority. Examples of high-quality news sources include ones that have won Pulitzer Prizes, that clearly label advertising as such, and that garner positive reviews from users. Pages that spread hate, cause harm or misinform or deceive users are given low ratings, Google says. The guidelines tell raters to give a low ranking to pages “deliberately created to deceive users.” They provide an example of a source that “looks like a news source” but “in fact has articles to manipulate users in order to benefit a person, business, govern- ment or other organization politically, monetarily, or otherwise.” Results for most people look the same, but Goo- gle results are heavily impacted by location, espe- cially if you search for a physical location like a store. Users’ search history can also impact results slightly based on frequently conducted searches. without offering evidence — that “Google search results for ‘Trump News’ shows only the viewing/ reporting of Fake News Media. Illegal?” He added, again with no evidence, that “96% of results on “Trump News” are from National Left-Wing Media, very dangerous.” A search query Tuesday morn- ing, several hours after the presi- dent tweeted, showed stories from CNN, ABC News, Fox News and the MarketWatch business site, among others. A similar search later in the day for “Trump” had Fox News, the president’s favored cable network, among the top results. Google, based in Mountain View, California, said its aim is to make sure its search engine users quickly get the most relevant answers. “Search is not used to set a political agenda and we don’t bias our results toward any political ideology,” the company said in a statement. “Every year, we issue hundreds of improvements to our algorithms to ensure they surface high-quality content in response to users’ queries. We continually work to improve Google Search and we never rank search results to manipulate political sentiment.” Experts suggested that Trump’s comments showed a misunder- standing of how search engines work. Trump and some supporters have long accused Silicon Valley companies of being biased against them. While some company exec- utives may lean liberal, they have long asserted that their products are without political bias. Media analyst Ken Doc- tor said it doesn’t make sense for mass-market businesses like Goo- gle to lean either way politically. He characterized the complaints as a “sign of our times,” adding that, years ago, if the head of General Electric was supporting a Repub- lican candidate, people who dis- agreed wouldn’t then go out and boycott GE products. “The temperature has risen on this,” Doctor said. Trump didn’t say what he based his tweets on. But conservative activist Paula Boylard had said in a weekend blog post that she found “blatant prioritization of left-lean- ing and anti-Trump media outlets” in search results. Boylard based her judgments on the political leanings of media outlets on a list by Sharyl Attkis- son, host of Sinclair Television’s “Full Measure” and author of “The Smear: How Shady Political Oper- atives and Fake News Control What You See, Think, and How You Vote.” Sinclair is a significant outlet for conservative views.
