Knute Bue- hler called on lawmakers to consider emergency legis- lation to boost oversight of teacher misconduct as part of their special session later this month. Buehler’s proposal would prohibit provisions in teacher contracts that allow the destruction of personnel doc- uments related to complaints and investigations when a teacher moves to a new job. The Bend lawmakers said the fix is a higher prior- ity than Gov. Kate Brown’s intention for the special ses- sion to expand tax breaks to small businesses, a move that Buehler characterized as political posturing. “I would always choose keeping kids safe over tax reform, especially corpo- rate tax reform designed to be political theater for Kate Brown’s reelection cam- paign,” Buehler said in a phone interview Wednesday with the Pamplin/EO Capi- tal Bureau. Parley Pearce and Blair Woodfield share ownership of both Hamley’s prop- erties and the development company, but the development company does not own the Hamley’s properties. Woodfield also won judgements against the company and Pearce for $873,000, but the company does not have enough assets to cover the amount. in addressing the problems recommended that Portland Public Schools discontinue the practice of separation agreements that include gag orders that prevent disclosure of conduct. Brown, a Democrat who is seeking her second and final term as governor, called a special session for May 21 to expand state tax breaks to sole proprietors. They were excluded from breaks given in 2013 to owners of other types of businesses, such as S-corporations and part- nerships, in which business income is taxed at the own- er’s personal rate rather than higher corporate rates. The move was meant to console business owners after Brown signed Senate Bill 1528 into law last month. The new law prevented them from claiming a new 20 per- cent deduction, provided in federal tax reform, on their state tax returns. To assist Jivanjee in building the original Pend- leton Heights subdivi- sion off of Tutuilla Road, the city fronted the costs of more than $1 million in infrastructure improve- ments to the area. In exchange, Jivanjee agreed to pay back most of the infrastructure costs. As enforcement measures, the city placed liens on Jivan- jee’s properties and created a stipulation in the agree- ment that allowed the city to retake the land if it went undeveloped. While Jivanjee’s plans long called for 72 town- houses, Jivanjee then changed his mind after building the first 32 units. In April 2016, he received permission from the planning commission to convert the final phase of the project to 100 apart- ment units, an arrangement Jivanjee said would be cheaper to build. That same year, the council also agreed to con- tribute $176,651 toward extending the road to the new complex. Jivanjee returned to the council in 2017 and asked members to transfer the $320,000 in liens from the 32 townhouses to the apartment complex, which would allow him to apply for longterm financing. Corbett said Jivanjee has not yet made the $200,000 payment. Although council mem- bers didn’t take action after their discussion with Jivan- jee, they did take action on several other issues. • The council unan- imously voted to pay McCormack Construction $1.9 million for the first phase of construction for the new Pendleton Fire Station. The money will cover foundation work and site preparation costs. The bid amount is lower than the $2 million the city budgeted for this phase of the project. • The council accepted a $408,733 bid from Pioneer Construction to do street overlay projects for the city. The money will cover seven blocks of neighbor- hood streets, 70 percent to streets in good condition and 30 percent to streets in poor condition. In addition to streets, the money will cover some curb work and repave the Community Park parking lot near the Rotary shelter. • Pipe Inspection Ser- vices of Nampa, Idaho, won a $111,370 from the city after the council approved a con- tract for them to apply slip lines to 1,300 feet of sewer lines between Northwest Fifth Street and Northwest Sixth Street and 162 feet of sewer line near the Newlywed Foods facility on Northwest 36th Street and Westgate. Buehler has said if elected governor, he would hold off on signing any bills until law- makers reached agreement on reforming the state’s pub- lic pension system to free up more money for education. He also is a proponent of school choice and more dual credit opportunities for high school pupils.
