What is the permit modification request about? This PMR proposes to remove those permitted units that have met the closure standards from the UMCD Hazardous Waste Permit that are located on the portion of property that will be transferred out of US Army control. Specifically the units include the Building 203 Container Storage Facility (CSF) and Igloos J-1808, J-1809 and J-1810. The Building 203 CSF stored non-agent contaminat- ed hazardous waste and will be in a proposed Industrial/Commer- cial Area. The three J-Block Igloos were used to store chemical agent hazardous waste and will be in the proposed wildlife area. This PMR proposes the complete removal of “Module III: Building 203 Container Storage Facility” and modifies “Module IV: J-Block Container Storage Facility.” Module VIII UMCDF Institutional Con- trols will also be removed and the institutional controls incorporat- ed in the grant of easement and acceptance of equitable servitude (EES). Along with removal of Module VIII, Attachment 7 Umatilla Chemical Agent Disposal Facility Industrial Areas Boundary legal description and plan view will be deleted and the information in- corporated in EES. Not requiring a modification to the Permit but identified in the Clo- sure Plan and included in the property being transferred is the Satellite Accumulation Area (SAA) in Building 115. This SAA was associated with light maintenance operations of vehicles in Build- ing 115 that included a parts washer, recycling systems for used antifreeze, used oil and oil filters. The building has been demol- ished and only the concrete foundation remains. This site is locat- ed in a proposed industrial area. Also not requiring a modification to the Permit, eleven J-Block igloos (J-1735, J-1736, J-1750, J-1751, J-1752, J1765, J-1766, J-1767, J-1780, J-1781 and J-1782) that were previously permitted under the UMCDF Permit. They were closed with the UMCDF Permit and all these J-block Igloos will be incorporated in the EES and have the same institutional controls. Finally, included in the property being transferred out of federal control and incorporated in the EES but not requiring a modifica- tion to the permit are the Closed Active Landfill, Site 39 and the eastern portion of the Explosives Washout Lagoons Groundwater OU. Remediation activities under the FFA have been completed and no further action (NFA) is identified for these locations. These sites are all located in a propose wildlife area. This Class 2 PMR is submitted in accordance with the require- ments of Paragraph A.4.b of Appendix I to 40 CFR 270.42(b) for “Class 2 Modifications.” This PMR includes a 60-day public com- ment period and a public meeting to be held on May 1, 2018 at the Oxford Suites, 1050 N. First Street Hermiston, Oregon. EO-9450 NOTICE OF BUDGET COMMITTEE MEETING A public meeting of the Bud- get Committee of the City of Pilot Rock, Umatilla Coun- ty, State of Oregon, to dis- cuss the budget for the fiscal year, July 1, 2018, to June 30, 2019, will be held at Pilot Rock Council Chambers, Pi- lot Rock.
