Purpose: This position is re-
sponsible for effectively oper-
ating the plant equipment to
ensure the quality and quan-
tity of ethanol fuel production
is optimized.

Essential Duties and Re-
sponsibilities:
Operates
equipment to achieve opti-
mal performance; Adjusts
equipment settings to ensure
the ethanol produced meets
quality and quantity expec-
tations; Inspects and main-
tains the equipment to ensure
proper processing; Inspects
the quality and of the product
and documents the result at
certain intervals of the pro-
duction process; Completes
daily shift production logs;
Coordinates with lab techni-
cians to ensure product qual-
ity; Investigates monitors and
reports deviations from pro-
duction standards.
Qualifications: High School
diploma or equivalency. Ex-
cellent computer skills; famil-
iarity with operation software.
Excellent hand-eye coordina-
tion; Safety cautious. Experi-
ence working with lab testers
and plant equipment. Ability
to follow directions, and work
well with little supervision.
Excellent written and oral
communication skills. Abil-
ity to safely and effectively
coordinate multiple projects/
tasks. Bilingual skills are
(English/Spanish) preferred.
Must have the ability to work
different shifts and overtime.
This includes the possibility
of short-term and long-term
shift reassignment to match
the needs of the business.

MITTEE MEETING
A public meeting of the EAST
UMATILLA CHEMICAL CON-
TROL DISTRICT, UMATILLA
COUNTY, State of Oregon, to
discuss the budget for the fis-
cal year July 1, 2018 to June 30,
2019 will be held in the meeting
room of Blue Mountain Grow-
ers, Inc, 231 E Broadway Ave,
Milton-Freewater, Oregon. The
meeting will take place on the
5th day of April 2018 at 12:00pm.
The purpose of the meeting is to
receive the budget message and
recommended budget, and take
questions or comments from the
public on the document. A copy
of the budget document may be
inspected or obtained on or af-
ter March 19th, 2018 at the Or-
egon Department of Agriculture,
30588 Feedville Road, Hermis-
ton, Oregon, between the hours
of 8:00am and 12:00pm and
1:00pm and 4:00pm. This is a
public meeting where deliber-
ation of the Budget Committee
will take place. Any person may
appear at the meeting and dis-
cuss the proposed programs
with the Budget Committee.

What is the permit modification request about?
This PMR proposes to remove those permitted units that have met
the closure standards from the UMCD Hazardous Waste Permit
that are located on the portion of property that will be transferred
out of US Army control. Specifically the units include the Building
203 Container Storage Facility (CSF) and Igloos J-1808, J-1809
and J-1810. The Building 203 CSF stored non-agent contaminat-
ed hazardous waste and will be in a proposed Industrial/Commer-
cial Area. The three J-Block Igloos were used to store chemical
agent hazardous waste and will be in the proposed wildlife area.
This PMR proposes the complete removal of “Module III: Building
203 Container Storage Facility” and modifies “Module IV: J-Block
Container Storage Facility.” Module VIII UMCDF Institutional Con-
trols will also be removed and the institutional controls incorporat-
ed in the grant of easement and acceptance of equitable servitude
(EES). Along with removal of Module VIII, Attachment 7 Umatilla
Chemical Agent Disposal Facility Industrial Areas Boundary legal
description and plan view will be deleted and the information in-
corporated in EES.
Not requiring a modification to the Permit but identified in the Clo-
sure Plan and included in the property being transferred is the
Satellite Accumulation Area (SAA) in Building 115. This SAA was
associated with light maintenance operations of vehicles in Build-
ing 115 that included a parts washer, recycling systems for used
antifreeze, used oil and oil filters. The building has been demol-
ished and only the concrete foundation remains. This site is locat-
ed in a proposed industrial area.
Also not requiring a modification to the Permit, eleven J-Block
igloos (J-1735, J-1736, J-1750, J-1751, J-1752, J1765, J-1766,
J-1767, J-1780, J-1781 and J-1782) that were previously permitted
under the UMCDF Permit. They were closed with the UMCDF
Permit and all these J-block Igloos will be incorporated in the EES
and have the same institutional controls.
Finally, included in the property being transferred out of federal
control and incorporated in the EES but not requiring a modifica-
tion to the permit are the Closed Active Landfill, Site 39 and the
eastern portion of the Explosives Washout Lagoons Groundwater
OU. Remediation activities under the FFA have been completed
and no further action (NFA) is identified for these locations. These
sites are all located in a propose wildlife area.
This Class 2 PMR is submitted in accordance with the require-
ments of Paragraph A.4.b of Appendix I to 40 CFR 270.42(b) for
“Class 2 Modifications.” This PMR includes a 60-day public com-
ment period and a public meeting to be held on May 1, 2018 at the
Oxford Suites, 1050 N. First Street Hermiston, Oregon.

A public meeting of the Bud-
get Committee of the City of
Pilot Rock, Umatilla Coun-
ty, State of Oregon, to dis-
cuss the budget for the fiscal
year, July 1, 2018, to June
30, 2019, will be held at Pilot
Rock Council Chambers, Pi-
lot Rock. The meetings will
take place on April 11 and 18,
2018 at 7:00 PM. The Purpose
of the meetings is to receive
the budget message and to
receive comment from the
public on the budget. If an ad-
ditional meeting is needed, it
will be held April 25th. A copy
of the budget document may
be inspected or obtained on or
after April 6, 2018, at City Hall,
between the hours of 8:00 AM
and 5:00 PM. Notice of this
meeting is also posted on the
City website at www.cityofpi-
lotrock.org.
This is a public meeting where
deliberation of the Budget
Committee will take place.

The Budget Committee will
hold a public hearing at this
time to provide citizens the
opportunity for input on pos-
sible uses for State Revenue
Sharing money. Funds ex-
pected to be received total
approximately, $16,000.
