The irst arrest came around 3 a.m., according to a written statement from the sheriff’s ofice, after deputy Nathan Rankin investigated a suspicious vehicle complaint near the 1600 block of Airport Road, Hermiston. He found Patsy Annabell Elkins, 41, of 811 E. Gerone St., Echo, driving erratically in a vehicle that was revving its engine. “She showed many signs of impairment and appeared to be under the inluence of a stimu- lant,” the sheriff’s ofice reported. Elkins told the deputy a white G O O D truck hit her vehicle and she chased the truck for two hours but did not catch it, did not get a license plate number nor call police. Rankin arrested Elkins for driving under the inluence of intoxicants and reckless driving and took her and her belongings, including a cellphone and purse, to the Umatilla County Jail, Pend- leton. Jail staff checked the purse and discovered more than 20 grams of what they suspected was meth- amphetamine, nearly 100 clear plastic bags, and a glass pipe and digital scales, both with residue indicating meth. The sheriff’s ofice added delivery of meth, delivery of meth within 1,000 feet of a school, possession of meth, and supplying contraband to Elkin’s charges. S H E P H E R D W O M E N ’ S A report of a suspicious vehicle led to the second arrest. Deputy Jason Post at about 9:30 a.m. checked on a vehicle parked at McCormmach Road near Adams Road. He found Robert Gene Morley, 48, of Pendleton, who admitted he was driving the vehicle while his license was suspended. Post arrested Morley on that charge and found a syringe containing possible meth in his coat jacket, plus two pipes with meth residue. Morley ended up in jail for driving while suspended, posses- sion of meth and on a contempt of court warrant. Birch Ave., College Place, in a red Ford Bronco. Both exited when Faber arrived, according to the sheriff’s ofice, and the deputy spied a clear pipe and two glass bulbs with residue where Barnes sat in the Ford. The sheriff’s ofice noted the items are commonly used to smoke methamphetamine. Barnes consented to a search of the Bronco, according to the statement, and admitted there was more paraphernalia and a bag of methamphetamine inside that was his. Deputies Calvin Meade and Darrin Parsons arrived to assist, and Grigsby gave permission to search her belongings, according to the statement. The deputies found another meth pipe, a bag of meth and a set of scales with white powder that Grigsby said was hers.
