The reason for this decrease is two-fold. First, many of the construction projects for which we have been budgeting are now completed so are no longer included. We have also done some restructuring that reduced the number of fund transfers related to debt service on the City's revenue bonds. The 2016-17 budget also added a 0.25 FTE in the court and a 0.50 FTE in Finance. Approximately half of the funding for the partial FTE in Finance will be provided by the Eastern Oregon Trade and Event Center.
