Senator Ransdell of Louisiana, as president, opened the convention with b plea for "an American merchant marine built, owned and operated by Americans without the faintest sus picion In their makeup of foreign sympathy." and Homer L. Ferguson, Newport News shipbuilder, conclude.! the day's program with tho declara tion that the United States, If neeei Si'ry, should adopt discriminatory leg islation to hold Its place on the seas. The bomb shell, however, was ex ploded by Senator Jones of Washing ton, chairman of the senate commerce committee, and author of tho merrh- ' ant marine act, who declared that the International Mercantile Marine com pany was bound by an agreement with the British admiralty to conduct Its business "In the Interest of the Brit luh government and British trade." 'TO support his statement, tho senator read the text of an agreement, which he said the international marine hud entered Into In 1908 for 20 years and 'followed this with charges of attempts by British Interests aided, ho said, by certain American interests "to de stroy tho American merchant ma rine." He also declared that despite this ogreement the shipping board had leased forty ships to the .Inter national Mercantile Marine, Senator Jones declaration brought an Immediate reply from P. ' A. S. Franklin, president of the Internati onal Mercantile Marino, who accused tho senator of being "unfair," and added: "All of theso agreements to which he refers, have been before the ship ping board and have been approved.
