It believes it entirely proper that the zone system should prevail with reference to parcels post packages but not so when it comes to magazines. In other words the Curtis Publishing Co. argues that when the gov ernment fixes rates on ordinary merchandise the cost should be adjusted according to the cost of service but that when it comes to the Curtis Publishing Company the principle of sub sidy should be employed.
