Germans will take the food and
eat it themselves, or should we
concentrate on whipping the
kaiser, thus removing; the cause
of the misery? This paper is
frankly in favor of winning the
war first. The more we con-
centrate energies on the defeat t&
of the Huns the sooner will the 4?:
war be over and happines re- j a
stored to the world. As to Po- IK
land, all that country is now ! W
under Teuton domination.
There are many Foles in the
German army. Can we hasten
the defeat of the enemy by
feeding his civil population?
Could we rely on German
promise that our Red Cross
food would go to starving chil
dren and old people?

Post can see no analogy
between parcels post and
second class mail matter. It
believes it entirely proper that
the zone system should prevail
with reference to parcels post
packages but not so when it
comes to magazines. In other
words the Curtis Publishing
Co. argues that when the gov
ernment fixes rates on ordinary
merchandise the cost should be
adjusted according to the cost
of service but that when it
comes to the Curtis Publishing
Company the principle of sub
sidy should be employed. Ob
viously the Post talks from the
standpoint of self interest
rather than for an administra- i
tion of public affairs upon
businesslike principles. Thank
fully congress has had a bigger
grasp of affairs. j
The United States Food Ad-1
ministration announces that a
raise of 10 per cent per 100
pounds on the beet sugar basis
has been authorized. This
raise is from $7.25 to $7.35 and
goes into effect December 12J
It should not, however, cause
any advance in the present re-j
tail price, and jobbers and re-
tailers are required to sell their ;
stock on hand on the old basis, j
The price, $7.35, is the figure1
at the basic centers for sugar,,
j which are New York, San:
! Francisco and New Orleans;;
the rise is in view of the fact:
that the price agreed upon with
the representatives of the Cu-!
ban government will reflect a
price for refined sugar of not
;less than $7.35 on which the
! above price was based. An
other slight advance may be
declared when the Cuban;
freight rates are finally ad
justed, which will be in about:
'a week.
j The Oregonian carps be
cause the soldiers at Fort Ste
vens have poor bathing facili-j
ties: they have the Pacific
ocean, the Columbia river and
rain most every day. Any sol
dier should be able to keep
(clean at Fort Stevens. Let
ithem reflect on the boys in the
trenches of France.

Living costs are now higher
in the east than in the west, it
is said ; some consolation for
us.
War waging is cold blooded
business and the fact cannot
