Advances were general although rath er small. 1 There was a very marked increase In the. volume of swine offered at North - Portland today compared with a week ago. Even this failed to hold in check the price, which showed an advance, even in the early trade, of 5c over the extreme figures of last week. Today's advance In the price "of hogs here comes as a resul't of the general demund for supplies from lo cul as well as outside killers. In fact the local Interests are so much inter ested In swine at this time that they are sending their buyers to other Mates In order to secure additional of ferings. General hog market range: Top killers $8.55 0 8.60 Good and light 8.35 8.40 Heavy 8.25 Rough and heavy 6.75 7.00 Cattle Market Hits $8. While there was a very heavy mar keting of cattle at North Portland over SunJay, the trend of the trade was generally of excellent character and some sales were made at an ad vance of 10c to 21c over the extreme figures quoted last Monday with the price $7.85 8. Today's big showing of cattle in the local yards was really no surprise to the trade. Some of the stuff that came forward was intended for this market . two weeks ago when values dropped so badly. The stuff was held In the country and today's big show ing Is the result. Notwithstanding this there was a generally good feel ing In the trade. Buyers from vari ous points were in the market early for supplies and all the good stuff was meeting with favor. KemMh' Strwt Superintendent Asks More for Idle Men. SEATTLE. Wash., Feb. 10. Super intendent of Streets Case, In a report to the mayor and city council relative to his expenditure of $12,500 appro priated by the city and county for employing neeJy men In special work, asks for another appropriation of $5000 to continue the work until in dustrial activity is resumed In the spring. Mr. Case reports that the special work made possible by the appropria tion has supported nearly 1100 de pendents. Great numbers of men are reported to have already left town, having obtained work. The number of men at the large building conduct ed by the Hobos' Union has been re duced nearly half. ' How Is Your Boiler? Hood River comity Court Reminded Official Are Public Servants, HOOD RIVER, Feb. 10. By the appointment of Allen Macrum road supervisor of District No. 9, the county court has , aroused the wrath of citizens of that district, who have submitted a petition asking the court to reconsider Its action and appoint V. R. Wlnans. In their prayer to the court, the Dee residents assert that a petition was presented by Anton Flint, who had 19 supporters, while Mr. Wlnans presented an original petition sup ported by the signatures of 69 of the citizens of the district. Mr. Ma crum signed Mr. Wlnans' first peti tion. The conclusion of the petition is as fellows: "Tour humble petitioners would further remind you that your honor able body is supposed to be the ser vsnt of the people, and not their mas ter, and humbly hope and forever pray that these few words to your wise and honorable body will be suf ficient." NOTICE OP STREET IMPROVE MENT. Notice is hereby given that at a regular meeting of the Common Council of The City of Pendleton, Oregon, held- on January 28th, 1914, the following resolutions were ad opted: Whereas, the Surveyor of The City of Pendleton did on the 28th day of January, 1914, under direction and by requirement of the Common Council file plans and specifications for an appropriate Improvement of Tustin Street in The, City of Pendleton from the East line of Main .Street to the East line of College Street, together with the estimates of the work to be done and the probable cost thereof, with a statement of the lots, parts of lots and parcels of land to be bene fited by such improvement, and the percentage of the total cost of im provement which each of such lots, parts of lots and parcels of land should pay on account of the benefits to be derived from such improve ment; and Whereas, the Council has examined such plans and specifications and found the same satisfactory and the estimates therefore to be in accord ance with the probable cost of such work; and Whereas, the property recommend ed by the City Surveyor to be Includ ed within the boundaries of the dist rict benefited is. In the judgment of the Common Council, properly to be included within such improvement district, and no property is excluded therefrom which should properly be included therein; and Whereas, the improvement of the hereinabove described portion of said Tustin Street within the manner pro vided in and as specifically shown in, said plans and specifications is at this time necessary; therfore, be It Resolved, by the Common Council of The City of Pendleton that it is ex pedient to improve, and it Is hereby proposed to Improve Tustin Street from the East line of Main Street to the East line of College Street, in the following manner: The whole of said part of Tustin Street to be graded In accordance with the grade thereof established by Ordinance No. 772 of said City, and all necessary fills to accomplish that end to be made and re-lnforced re taining walls to be constructed, all as shown in said plans and specifications, and side-walks to be constructed on both sides of said Tustin Street from the East line of Main Street to a point 15 feet East of the West line of Thompson Street;' all In accordance with the Charter and Ordinances of said City, and with the plans and specifications aforesaid, which plans and specifications are hereby specifi cally referred to; and be It further Resolved, that the plans and speci fications and estimates for such Im provement, as prepared by the City Surveyor and filed with the Recorder of The City of Pendleton on the 28th day of January, 1914, be and theyj are hereby approved and adopted; I and be it further Resolved, that the cost of making such improvement shall be a charge, and lien upon all lota, parts of lots and parcels of land to be benefited by such improvement, and the owners of such lots, parts of lots and parcels oil land so specially benefited by such Im provement shall be liable for the pay ment of the costs thereof; and be it further Resolved, that an assessment dist rict is hereby created to be known aa Assessment District No. 33. Description of Improvement District No. 33. Commencing at the S. W. corner of lot 14 Blk. 225 Reservation Addition to Pendleton, Oregon; thence N. 66 deg. 24 min. E. 100 ft. to the S. E corner of said lot 14; thence S. 23 deg. 36 min. E. 100 ft to the S. W. corner of lot 3 of said block 226; thence N. 66 deg. 24 min. E. 1046 ft. to the S.
