Under the terms of the senate bill to which the president gives approval Japanese and Chinese would hence forth be completely barred from the ownership of land. They are not ad mitted to citizenship and hence could never take out first papers. There can be no objection made to the California senate bill unless it be made in behalf of absentee foreign landlords who do not wish to acquire citizenship in this country. But no strong plea can be made for such peo ple. They are not desirable landown ers any more than are the Japanese. Oregon has some such landholders and we would be better off without them. For instance there is the French company which owned the mil itary road lands for so many years and blocked settlement and develop ment by such ownership. President Wilson's attitude is an at titude of strength and not weakness. At the same time if his suggestion is adopted the legislation will be less of fensive to Japanese pride. It would accomplish not only the particular end the Californian's wish but would take at-other good reform along with it and yet would tend to avert any possible danger of trouble with Japan.
