famous cataract to the pride of the
state, and forgot the interest of lake

sum upon the reservation and devotes
more than $30,000 a year to main

as Mr. Carmody recommends would
put part of this cost upon the power
companies. Why should they imperil
Niagara for profit and pay nothing?

By his message to the legislature of
California President Wilson not only

A Sensible to bar Japanese from the
Solution. ownership of land but
urges them to go farther
and bar all aliens who have not taken
out first citizenship papers.
Under the terms of the senate bill
to which the president gives approval
Japanese and Chinese would hence
forth be completely barred from the
ownership of land. They are not ad
mitted to citizenship and hence could
never take out first papers.
There can be no objection made to
the California senate bill unless it be
made in behalf of absentee foreign
landlords who do not wish to acquire
citizenship in this country. But no
strong plea can be made for such peo
ple. They are not desirable landown
ers any more than are the Japanese.
Oregon has some such landholders
and we would be better off without
them. For instance there is the
French company which owned the mil
itary road lands for so many years
and blocked settlement and develop
ment by such ownership.
President Wilson's attitude is an at
titude of strength and not weakness.
At the same time if his suggestion is
adopted the legislation will be less of
fensive to Japanese pride. It would
accomplish not only the particular end
the Californian's wish but would take
at-other good reform along with it and
yet would tend to avert any possible
danger of trouble with Japan.

German Chancellor von Bethmann
Hollweg is of course right in saying
that "if outside forces should threat
en us. Germany must stand ready
with her last man " But as an argu
ment for the government's mad mili
tary bills, for larger levies, for fresh
taxation atyl for a forced contribu
tion of a mediaeval rigor, the truism
fails.
No power on earth, no combination
of powers, will seriously "threaten,"
much less attack, a compact nation,
the finest war material and a fight
ing strength of 4.000,000 men. But
if the purpose of the German gov
ernment is less to repel threats than
to make them, in the interest of ts
Austrian ally, against the Triple En
tente and the new Balkan alliance,
Germany must stand ready not only
with every man but with all her re
sources. Tt Is a poor way to prepare for war
to exhaust a country by deliberately
bleeding it white with taxation; to
curtail production by drawing almost
a million of its strongest men from
daily toil; to foment public anger by
unreasonable exactions. If the Ger
man people could get possession of
their own government they would
undoubtedly make short work of the
folly of their autocratic rulers. New

Blancialll smirked, knowingly.
"Dear, dear! Recognized again. Get

Bianclalli admitted the soft im

a half tons in harness?"
"You can hold two men at arm's
length?"
"I can." '
"And put up 500 pounds with one
arm ?"
"Yes."
"And 700 with two?"
"Yes."
"Then." concluded the little wretch
with side-whiskers, "would you kind
ly raise the carriage window for me?"

A faint smile stole over the boy's

"Wait a minute, doc I'll rouse

"Look here. Bill, how would you like
