There has been noble, energetic and loyal work done by many of the encampments. I am pleased to note that most of the 'encampments have adopted the new ritualistic work, al though some still continue to use the old forms and Introduce Into the work the Innovations that are not pleas ing, and the beautiful work of the encampment Is lost. There has been a slight loss In membership In this Jurisdiction this year, mostly on account of non-pay ment of dues. Quite a number of patriarchs who have been dropped have signified their Intention of again becoming a member. I am pleased to note the new lease of life in several of the oldest en campments. Xew members have been taken in, and a greater interest man Ifested than In former years. There have been four encampments Instituted during the year, with bright prospects for future success.' One encampment, Huntington, No. 52. I O. O. F, having made no report or paid any per capita tax for two yearo, gave up Its charter. I could get no response from niy communications to the district deputy grand patriarch for that district, and commissioned Past Chief Patrlorch P. A. Hantz to pro ceed to Huntington and take charge of the charter, books, regalia and other "articles of the encampment, and take the same to Baker City and send by express the charter and books to the grand scribe. The same was done, and the grand scribe now has possession of those articles. My official duties as grand patrl arch cease with this session. I de sire to extend to the officers and members of this grand encampment my sincere thanks for their aid and assistance. To the encampments that I have visited. I extend my best wish es for their success and future pros perity. To the grand scribe, I desire to extend my best wishes for his acts of courtesy and assistance to me In my work during the past year. In conclusion, I desire to state that trie duties of grand scribe are many and arduous, and the work Is increasing each year. I would recommend an Increase In the salary of the grand scribe at least $200 per year, which I am sure will be accepted, and com mensurate with the duties of that of fice. May the pleasant relations that nave existed nuring tne past year among the fraternity continue, and may peace and prosperity crown the labors of this grand encampment in future years. To the Grand Encampment of Oregon: Officers and Patriarchs: In com pliance with the requirements of the constitution, I herewith submit my annual report. ror me nrst time since 1897. we show up a loss in membership. Dur ing the panic years of 1894-5-6-7, there was a small loss each year, and the membership was 1091 at close of 1897. Since that year the Increase has been regular and continual until last vear. when one encampment drop ped 132 members, nearly all of that number having been carried over, and should have been dropped in 1910. Reports show that the "weeding out process prevailed In Several other encampments, so It Is fair to presume that conditions will be far different at close of this year. Sioux Encampment, No. 41, of Fos 8ii; Huntington Encampment, No. 62, of Huntington; and Wilderness En campment, No. 59, of Wallowa, have failed to make reports. The former has paid Its tax. and the scribe alone is at fault for the failure to report Huntington Encampment, No. 52, hau made no report and paid no tax for two years. The grand patriarch's at tentlon was directed to conditions ex lsting there, directed Brigadier Gen eral Hantz of Baker, to take up the charter, which was done, and the encampment closed out as of Decern ber 31, 1911. Union Encampment, No. 9, of Rose burg, reported a loss of nine during the year 1911. but admitted 72 at regular meeting held In the present year. Encampments have been Instituted since last year report as follows: Columbia Encampment, No. 77, St. Helens, Columbia county. Blue Mountain Encampment, No, 78, Prairie City, Grant county. Canyon Encampment, No. 79, Can- yonville, Douglas county.
