The run of the day was small but added to these were the extra fine stock that came through from Idaho Falls nnd did not find buyers at suitable prices yester day. There was a good run of sheep and lambs In the yards today and the trade was considered steady around previous quotations. A new factor has appeared in the northwest v. heat trade. It Is now stated that Mexico will soon suspend the payment of duty on Importations of wheat, and that Mexican Interests will soon be in tills territory for sup plies. It this should prove true it will have a very bullish effect upon values. Coarse grain list continues very firm. Buyers say that No. 1 feed barley is worth up to $2S 50 a ton lu re. In fact J2S Is being freely bid. Even this price Is 50c a ton above the average quotations previously print ed. tiats market Is firm with buyers genernllly offering $29.50 a ton here for No. 1 white. Flour trade is firmer. Probable advance seems bright. Spuds Souring; Higher. Price of potatoes along Front street has reached the highest value in many years. Stiles were made during tho past 24 hours as high as $2.50 per cental or 2.1c above the previous high mark. Market for potatoes Is extremely firm. All outside influences are bull ish and this therefore tins n uireci et fect upon price making here. The local trade no longer figures that there will be a sufficient supply of potatoes here to fill the wants of the growing trade and therefore fur ther Importations from the east will he absolutely necessary. (6) When the Improvement of any street Is ordered the Recorder, upon Instruction from the Common Council, shall Immediately Invite pro posals for making the same, In ac cordance with ordinance provided, which proposals fhall be opened In the presence of a majority of the Common Council and the contract awarded to the lowest responsible bidder for either the whole of said Improvement or such part thereof as will not materially conflict with the completion of the remainder thereof. Tho Common Council shall have the right to reject any or all proposats received. If all proposals shall be rejected the Common Council shall have power by resolution duly adopt ed, to order that such Improvement, or any portion thereof, may be made under the direction of tho Common Council by purchasing the materials and hiring the labor therefor. The Common Council shall have tho pow er to provide for the proper Inspec tion and supervision of all work done under tho provisions of this article, and to do any other act to secure tho faithful carrying out and the com pletion of all contracts, and the mak ing of all Improvements in strict com pliance with tho ordinances and specifications therefor, and shall have power to direct that the cost of said Improvements, or any portion there of, shnll be paid for by the City. (7) Upon the signing of the con tract, or upon the determination of Improvement under Its own supervi sion by purchasing tho material and the Common Council to make said of ten days in some newspaper to be designated by the Council, and there hiring the labor therefor, or as soon thereafter as Is reasonably conven ient, tho Common Council shall pro ceed to apportion and assess the cost of making such improvement upon the lots, parts of lots and parcels of land within the assessment district, in accordance with the special and pe culiar benefits derived by each lot. part of lot and parcel of land. But In no case shall any such percentage exceed such benefit. The amount of such assessment against each lot, part of lot and parcel of land shall be declared by ordinance, and the Re corder shall thereupon enter the sam in tho lien docket of The City of Pen dleton, and the same shall thereafter be known as the Recorder's Estimate and Assessment. The contract price, based upon the estimate of the City Surveyor, or if there be no contract. the estimates of the City Surveyor, the cost of right of way and expenses of condemning the land and a sum not exceeding five per cent f the contract price, or the surveyor's esti mate as the cost of advertising, engi neering and superintendence shall be deemed to be the cost of every im provement.
