The cattle market was generally
v.eak with buyers trying their best
to beat down quotations. The run of
the day was small but added to these
were the extra fine stock that came
through from Idaho Falls nnd did not
find buyers at suitable prices yester
day.
There was a good run of sheep and
lambs In the yards today and the
trade was considered steady around
previous quotations. Some old weth
ers sold at $4.75 weighed off cars
while yearling wethers brought $5.
Hogs were weaker nnd sales were
made today fully 25c lower all ar
ound.

A new factor has appeared in the
northwest v. heat trade. It Is now
stated that Mexico will soon suspend
the payment of duty on Importations
of wheat, and that Mexican Interests
will soon be in tills territory for sup
plies. It this should prove true it
will have a very bullish effect upon
values.
Coarse grain list continues very
firm. Buyers say that No. 1 feed
barley is worth up to $2S 50 a ton
lu re. In fact J2S Is being freely bid.
Even this price Is 50c a ton above the
average quotations previously print
ed. tiats market Is firm with buyers
genernllly offering $29.50 a ton here
for No. 1 white.
Flour trade is firmer. Probable
advance seems bright.
Spuds Souring; Higher.
Price of potatoes along Front street
has reached the highest value in many
years. Stiles were made during tho
past 24 hours as high as $2.50 per
cental or 2.1c above the previous high
mark.
Market for potatoes Is extremely
firm. All outside influences are bull
ish and this therefore tins n uireci et
fect upon price making here.
The local trade no longer figures
that there will be a sufficient supply
of potatoes here to fill the wants of
the growing trade and therefore fur
ther Importations from the east will
he absolutely necessary.

Boy of 14 Is Prisoner.
Ellensburg, Wan. One of the
youngest prisoners ever held in the
county Jail and the youngest ever ta
ken by Sheriff German is in the coun
ty jail awaiting trial for stealing a bay
maro from the John A. Shoudy ranch
last week . The culprit, only 14
years of age, has been working in the
sheep camps of Yakima and Klicki
tat counties.

of Pendleton. If the Council shall
find such plans, specifications and es
timates to be satisfactory, It shall ap
prove the same and shali determine
the boundaries of the district bene
fited and to be assessed for such Im
provement and the action of the
Council in the creation of such an
assessment district shall be final and
conclusive. The Council shall by
resolution declare its purpose of mak
ing such Improvement, describing the
same and Including such engineer's
estimates of the probable total cost
thereof, and also defining the boun
darles of the assessment district to
be benefited and assessed therefor
The action of the Council In declaring
Its Intention to Improve any street or
streets or any part or parts thereof,
directing the publication of notice
thereof, approving and adopting the
plans and specifications and esti
mates of the City Surveyor, and ie-
termlnlng the district benefited and
to be assessed tlrerefor. may all be
done in one and the same act.
(3) The resolution of the Council
declaring its purpose to Improve the
street shall be published for a period

work to be charged against each lot,

(6) When the Improvement of
any street Is ordered the Recorder,
upon Instruction from the Common
Council, shall Immediately Invite pro
posals for making the same, In ac
cordance with ordinance provided,
which proposals fhall be opened In
the presence of a majority of the
Common Council and the contract
awarded to the lowest responsible
bidder for either the whole of said
Improvement or such part thereof as
will not materially conflict with the
completion of the remainder thereof.
Tho Common Council shall have the
right to reject any or all proposats
received. If all proposals shall be
rejected the Common Council shall
have power by resolution duly adopt
ed, to order that such Improvement,
or any portion thereof, may be made
under the direction of tho Common
Council by purchasing the materials
and hiring the labor therefor. The
Common Council shall have tho pow
er to provide for the proper Inspec
tion and supervision of all work done
under tho provisions of this article,
and to do any other act to secure
tho faithful carrying out and the com
pletion of all contracts, and the mak
ing of all Improvements in strict com
pliance with tho ordinances and
specifications therefor, and shall have
power to direct that the cost of said
Improvements, or any portion there
of, shnll be paid for by the City.
(7) Upon the signing of the con
tract, or upon the determination of
Improvement under Its own supervi
sion by purchasing tho material and
the Common Council to make said
of ten days in some newspaper to be
designated by the Council, and there

such assessment against each lot,
part of lot and parcel of land shall
be declared by ordinance, and the Re
corder shall thereupon enter the sam
in tho lien docket of The City of Pen
dleton, and the same shall thereafter
be known as the Recorder's Estimate
and Assessment. The contract price,
based upon the estimate of the City
Surveyor, or if there be no contract.
the estimates of the City Surveyor,
the cost of right of way and expenses
of condemning the land and a sum
not exceeding five per cent f the
contract price, or the surveyor's esti
mate as the cost of advertising, engi
neering and superintendence shall be
deemed to be the cost of every im
provement.

regular meeting of the common coun
cil of the city of Pendleton, held April
12. 1911, the following resolution was
adopted by the council, viz:
"Be It Resolved, By the common
council of the city of Pendleton that
it is expedient to improve and it is
hereby proposed to improve West
Court street in The City of Pendleton
from the west line of Star street to
the east line of Ash street, by con
structing sidewalks and cross walks
along the south side thereof, where
there are no sidewalks and cross
walks or where the sidewalks and
crosswalks are not constructed ac
cording to the city ordinances and up
on the established grade for such
sidewalks and cross walks, such Im
provements to be made In accordance
wi;h the- ordinances of The City of
Pendleton, the cost of making the
same to be a charge and lien upon the
l"ts. parts of lots and parcels of land
in front of which said improvement
shall be made, as provided by the
charter of The City of Tendleton. and
the owners of lots and parts of lots
fronting upon said streets where said
improvements shall be made shall be
liable for the payment of the portion
of such improvements in front of
their respective lots, parts of lots and
parcels of land.
"And Be It Further Resolved. That
the recorder of The City of Tendle
ton shall cause a copy of this resolu
tion to be published In the East Ore
gonian for a period of ten days" and
