When Miss Kate Bernard, state com missioner of Charities and correction, made her now famous tour of the Kansas penitentiary at Lansing, gath erlng material for her sensational ex pone of the barbaric methods of handling some of the "cases" from this state, she advised a boy suffering from homesickness to appeal to tht mother heart of the Oklahoma execu tlve's wife. The "under ground" message became a "tip" to ali prisoners In good standing, and a day or so afterward 75 letters, ad dressed to Mrs. Haskell, were receiv ed at the governor's office. In the left-hand upper corner of each en- elope was "Box 2, Lansing, Kan." The paper knife told the story. Every letter contained an appeal for liberty. Miss Bernard's word of en couragement to the boy had become he hope of scores of prisoners. The desire of the writer to Impress Mrs. Haskell with his inno cence Is pathetic. He tells In diction, crude hut convincing, of a false friend whii tried to take his life and that in sheer defense he choked the life from his assailanot. "Some time 1 will see you and tell you all." he says, and closes, "And so I remain a prisoner under your care, Mrs. Haskell." His b tter was one of the first to reach the Pardon Hoard A cry for mercy Is contained In the appeal of a young girl from Oklahoma City. A world of self-reproach and shamed womanliness Is In the spraw ling, tear stained In lines. 'I have been here three years four months and three days," she writes. "Oh, Mrs. Haskell Jest one more chanst, Jest one more I will live in the path of righteousness. I got a Job waiting for me if I kin get out. Let me hear from you rite away, please, lady." "You will notice one peculiar thing" said .1. P. Connor, member of the Par don Ttoard. "Many of the letters are from forgers and without exception they employ the flourishing style. An Internatlon- I congress for moral education, the first of Its kind ever held, Is In ses- Ion here und has attracted a large umber of distinguished educators from all over Europe, with a few from America. It Is the declaration of the members of the congress that the great need of the public schools and universities of all countries Is a scentlflc and non-sectarian system of ethical education. The congress will deal with the problems of moral training In school and home. Papers will be read on the topics of school organization, co education, the moral values In the curriculum, discipline, Juvenile litera ture, civics, the education of the mor ally backward, and many other sub jects of Importance in educational theory. The public meetings, section al meetings and special conferences will be supplemented by a carefully chosen exhibit of books, pictures and various Illustrative material bearing on the work of moral education. The organizers of the congress expect valuable practical results to follow the meeting, while the establishment of an International Journal of moral education and of an International moral education bureau.
