Hermlston, Sept. 25. Hermlston proposes to do some little lobbying at the National Irrigation congress at Albuquerque in which congress this project will be represented by some of Its prominent citizens. In what it seeks this project will be Joined by others from the ranks of the national irrigation schemes, and whether a resolution can be got ten through the congress to that ef fect, at least some sentiment can be' secured tending to the removal of the residence clause now attached to the securing of government water for these schemes. Those familiar with national schemes of reclamation declare that this residence clause is now hindering greatly In the work of settling up the big projects the government has now completed. But In no Instance Is Its working more pernicious than In the case of the Umatilla project. As is well known, the government experts look upon the Umatilla scheme as a fruit district primarily, and declare that Its conditions of soil i and climate will make It one of the best fruit growing sections In the Unl- ! ted States when once developed. For this reason the farm unit on the pro- I Ject has been cut down so low that I It precludes the possibility of any but ' Intensive cultivation. The 10-acre j farm is the rule at Hermlston. On such a plot one can not afford j to lose any of his crop, but during1 the past year the breaks In the ditch- i es, etc., ruined many of the first crops of the settlers. As It now stands, these people are bound to reside within 20 miles of their land if they get water next year. Although it has been proven by some of the successes this year that one can make a living during the years the! orchard Is coming Into bearing 'by cultivating garden and small fruit crops during the first years the fail ure of the past year makes It doubly hard upon those now on the ground. Many of the present settlers are peo ple with businesses or positions In other places, who are anxious to con tinue with the assured Income they have to give up during the pioneer ing days in the project. The government officials have been making a sort of liberal Interpreta tion of the ruling which In a measure allows this, but It is at best a subter fuge, and as. Secretary Garfield has Indicated a desire to assist by a new ruling It Is thought that some agita tion of the matter at Albuquerque bay assist in the effort being made here. It Is a known fact that Carey act projects are settling up faster than thoso nf the government of the same chunctcr, as witness the success of Twin Falls contrasted with Minidoka. The non-residence conditions are re sponsible for this state of affairs, ac cording to those who have studied the matter. Hermlston people will recommend that the residence clause will be re moved and that there be substituted therefore a ruling to the effect that a ceraln amount of Improvement be made on the property each year, or that some resident, not necessarily the owner, be required. This will force a development of the country more ripniiy than under the present scheme, and will place the opportuni ties of National Irrigation within the reach nf thos.. who are on a salary. The favorle actress, Georgia Har per, will be seen In Paul Kester's pop ular comedy drama, "Nell Owynne," at the New Oregon theater. The play Is a character well worth the atten tion of any actress and has been played by some of our best actresses. Miss Harper's ability to act Is so well known that It Is not necessary to say that she will play the part. The story of the play is Interesting as well as entertaining and ft short synopsis relates a few of t he Inci dents as follows: During the time of King Charles II, Nell Is an orange girl on the streets of London. She Is In love with a young nobleman, Sir Roger Fairfax, who Is betrothed to one of the ladles of the English court. Fairfax has an enemy In the person of Sir Jeffreys one of the king's prime ministers, on account of the latter's hatred for Fairfax's father. Nell saves him by the help of the king, who falls In love with her. Fairfax wins his brldo Nell ascends to the throne as queen and all ends happily. Other plays to he presented during Miss Harper's engagement here will be Sapho, Camllle, The Little Minis ter, Quo Vadls, All the Comforts of Home, and The Two Orphans.
