Moreover, the rainfall of July, thl.s year, was heavy. The Average was 11 14 Inches, as compared with 10 inches jn June, the preceding month, and lo.n inches In July, 1907. It would be a strange thing. In thii light of the calculations that h ivt In en made as to the time required for the completion of the canal, if the administration following that of Mr. IJooseVelt should see the canal suffi eiinlly finished for traffic. Yet it is not impossible that this will be. the case, as the most sober-minded of the canal officials are coming to view It.
