Tli.it the Panama canal, one of tlio

If Hie hopes of the war department

with the gigantic project. Not in re
cent years has such fame been thrust
upon a chief executive of the nation,
and in the contest between Mr. Taft
ami Mr. Bryan thus assumes added
significance.
in nny event, the canal question
is no longer in politics, ami whether
Hie next administration is headed by
Mr. Bryan or Mr. Taft. the work will
be pushed wth all possble energy. I'll
der the army engineers, the work is

weather. Every report received from
Colonel (Joethals bring a smile to the
face of (b neral Luke E. Wright, the
new head of the war department,
since It bears Hews of added speed
and difficulties conquered.
The July report of excavation is a
most encouraging one. It establishes
a new record for the rainy season.
Tin1 gland total of earth removed was
S.lfis.MH cubic yards, ail of which
except 122.sS4 cubic yards was taken
from the canal prism.
This Is IOs.Ti.IS cubic yards more
than the record for June and .'114.430
yards short of the highest dry season
record, that of March. 190S. Com
pared with July, 1907, It shows an In
crease .of 2. lo.'. 1 la cubic yards. This
comparison with July of last year
shows that tremendous strides have
been made in the matter of removing
dirt from the eanal prism in the rainy
season.
Moreover, the rainfall of July, thl.s
year, was heavy. The Average was
11 14 Inches, as compared with 10
inches jn June, the preceding month,
and lo.n inches In July, 1907.
It would be a strange thing. In thii
light of the calculations that h ivt
In en made as to the time required
for the completion of the canal, if the
administration following that of Mr.
IJooseVelt should see the canal suffi
eiinlly finished for traffic. Yet it is
not impossible that this will be. the
case, as the most sober-minded of the
canal officials are coming to view It.
