BRIEF RECORD OF COUNTY EVENTS Special Correspondence ran -notes us of nil GARFIELD'S VISIT PLEASES ' HEILMISTON PEOPLE, YOUNG GIRL FOUND IN CHAPEL OF COLLEGE Chief Engineer Davis Makes Some Very Encouraging Remarks Re- putling Umatilla Projects Says in Bis Estimation Is Best All Round Irrigation Scheme In America- Soon Be Paradise. Hermlston, July IS. The people of Hermlston are very much pleased with the result of Secretary Garfield's recent visit here, and the favorable report made thereon. Be has given the settlers every chance to get a good start in this locality, and every thing looks most favorable for the Irrigated section. Arthur P. Davis, chief engineer of the United States reclamation service, speaks in the highest terms of the Umatilla project Be says: 'The ex treme fertility of the soli with con' sequent wonderful production, and the excellent location from a standpoint of shipping facilities and pleasant cli mate, make the Umatilla project, in my estimation, the best irrigation scheme in America." Mr. Davis has just paid a visit to Herraiston to inspect the completed Cold Springs dam and reservoir, and that portion of the government's sys- tem which is now furnishing water to the settlera Be further said: "The lower California project, Tuma, has perhaps as rich a soil as this valley, but the climate is not nearly so pleas ant. The Taklma project might be compared to the project, but your conditions here are more favorable, altitude and early season being in favor of the Umatilla. The reclamation service has under taken a number of irrigation schemes! throughout the country. Each sys tem is different, the problems of en glneering are different, and the con dltlons of the land and Its products are different 1 am making a tour of several lr rlgatlon districts, and have Just vis ited GrandeRonde valley In Colorado, the Sucompahgre project in Utah, the Minidoka and Boise projects and the reclamation service looks upon this as a peach and grape country of the very highest excellence, which found unusual in most projects. Because of the unusual climatic conditions this year many of the new projects all over the west have suf fered somewhat from winds, as the light soil Is easily blown when first oroaen ror cultivation. m many places tne settlers are having good success when first opening up their lands by thoroughly wetting them be fore clearing the sage brush off and men sowing rye, aJfaira, wheat or grass. In this way they are able to - secure enough of a stand to hold the soil and then the brush can be gTUT bed out later. This plan has even been successful in getting a start with alfalfa in the Minidoka project, ana it win likely do well here. Now that the Umatilla project is Bearing completion, the big dam hav ing been finished, it will only be a short time when this section will be one vast stretch of green fields and hundreds of new people wIIK be lo cated on these lands.
