Hobson on Alabama, delivered the following stirring speech In the house of rep resentatives this week In behalf of a larger and stronger navy for the Uni ted States. Congressman Hobson said In part: My countrymen, do not let us bo deceived. The question of self-preservation is too vital to be trifled with. Until long years after an in ternatioal organization Is created we must still rely upon ourselves. Until arbitration has been extended to all questions and has proven Itself ef fective we must look to ourselves for national self-preservation. Upon what Instrumentalities must we depend? Either armies or navies. ArmltS Involve men In vast numbers, taking them from their work. Nuvles Involve ships, leaving thr men at work. Armies arc In the midst of the people; navies are far away on the sea. Armies may tend to under mine the Institutions of a country. No navy has ever usurped civil pow er or overturned a government since the world began. On the contrary, navies have been the cradle of liber ty, protecting the citizens of a coun try In their peaceful pursuits and re lieving them from the pursuit of arms? For these rensons all nations of the earth have chosen naval power as far as conditions permitted Here in Am erica the conditions for naval powei are ideal. By controlling the waters that lead to our shores our nation could realize a perfect security and our citizens could continue In tran quility to work out their glorious des tiny. llig Navy lo Irevent War. In provision for a navy. I submit that there should not only be ade quate power to prevent the war, If possible, and this means, my country men, that In the waters In question there should be a substantial margin of superiority When navies seem to be about equal the aggressive power believes In its own and it will take occasion to put It to a test I will give you an Illustration. In the time of war with Spain the two nnvles were estimated ns Just about equal.' Each thought Its navy was superior. War came. I do not hesi tate to say that If he had had three or four more battleships the margin of superiority would have enabled the troubles In the West Indies to be set tled by diplomacy. Mark you, when you are determin ing between two battleships and four, you aretrlfllng With that small vital margin upon which peace and war will hinge, upon which the value of your whole navy Is at stake. Twen ty millions of dollars put Into battle ships a few years prior to 1898 and theft would have been no war. When the war came our coast-line people were thrown Into panic, and we spent $50,000,000, threw It awny upon mos quito fleets of no use. The Spanish war has cost up In one way. directly and indirectly, about $1,400,000,000 Twnty-flve million dollars put into battleships In nd vance would have spared It all; and yet the total cost, Including pensions, Is counted up to the navy and army. Now, let us examine In detail this question and, in a business-like wa establish a scientific basis and reach conclusions that are not matters of opinion, but conclusions that aro as unchangeable as the laws of mathe matics and the laws of nature. Take' the Atlantic Ocean. Around it are assembled the great maritime i powers. Take the powers of Europe. Measuring along the Indentations, Great Britain has 2200 miles of coast line, Prance has 1700 miles, Germany has 800 miles, making altogether about 4 700 miles for the three great maritime nations of Europe. Across the ocean America has In the Atlan tic ocean proper 6400 miles of coast and In the Gulf' 4300 miles Upon examination you will find that our country Is accessible from the water through Its entire area MUM of the Bocky mountains. Through the St. Inwrence river and Canadian canals over 300 British ships could pass to the Great Lakes about which there are 47000 more miles of coast line. Immense fount Line to Defend. Up the Mississippi river and Its tributaries and the other rivers lead ing up from the Atlantic waters there are. over 15,000 miles of waterways. Do not scoff .at the navigation of . veil inland rivers in time of war. If the enemy has control of the sea and has armies. The civil war will ans wer any such tendency to scoff. Add ing Cuba, 7000 miles of coast line, and Porto Blco, 600, we have over 35,000 miles of American coast lint compared with 4700 miles for the three great maritime nations of Eu rope. But that does not end America's responsibility. We have assumed the Monroe doctrine; we propose to maintain it. Along the eastern coast of Mexico there aro 1700 miles and for Central America 12,500 miles, making nearly 16,000 miles aded by the Monroe doctrine, and making a total of nearly 60,000 miles for this nation to protect, as against 4 700 for the three principal maritime nations of Europe. The great European centers have been built inland. America's great centers 'have been built on her water ways. On her Atlantic coast linea alone there are 15,800,000 of Ameri can citizens living within gunshot of the water, with seventeen billions six hundred millions of property. On the gulf there are 1,900,000 people an.l eight hundred millions of prop erty. On the Great Lakes there are 7,000.000 of people and seven billions two hundred millions of property On the Mississippi river and its navigable tributaries there are eleven and a half millions of people and eight billions six hundred millions of property We are the most exposed nation on earth 36,000,000 of our people and thirty-seven billions of our property nowJylng within gunshot of the water, more citizens exposed than there are citizens exposed In all Eu rope combined, more property ex posed than there Is property In all the rest of the world combined.
