Lam nlKht with the commencement exercises held In the opera house, an other school year was brought to a close in Pendleton, and It has been a year probably the most successful In the history of the ell. More students were enrolled than during any for mer year, more teachers were em ployed, more have completed the various grades, and It is said also that the instruction has been better. However, the advancement made during the past year has In reality been but a repetition of what has oc curred during previous years, for en largement and Improvement has-been constantly necessitated. Pendleton, by the logic of its location, Is a school town. It Is the business, political and educational center of a large and prosperous territory, and, as stated yesterday by Jesse Palling, the vener able president of the school board, it has been such ever since the com: Ing of the railroad In the early eighties. If not, In Tact, ever since the county seat was brought here In the sixties when Pendleton wns then , but a village of seven shacks. To meet the demands made upon the schools of the city they have been gradually Improved, and each Im provement has been rewarded by an Increased attendance until now the school element Is a most potent ele ment In the city, and the schools are recognized as one of Its best re sources. However, next year Is going to mark a new. period In the history -of the Pendleton schools for several reasons. Three nw buildings, ag gregating In cost, $6ft,10, will be put Into use. and according to Mr. Pull ing, who has been a member of the board "ever since he can remember." It will be the first time that there has been really adequate room for the pupils. Also, a new superintendent will be placed at the helm, and while one member of the board yesterday expressed an his highest hope that cording t Mr. Smith, 'to Interfere In any way with the wati-k of any busi ness cortege, but it floes want to pro vide -good, efficient training In the necessary business branches, such as bonltkeeplng, stenography and similar subjects. Socking K)lal Qualification.. H Is the wish of the board to secure a man fur the .high school who Is qualified to teach the business branches, and Prof. Traver, In bebulf of the board, Is now seeking such a man. However, the business branches will be taught by all of the teachers of the high school, some of the sub jects being taught In each yeur ot thj high school course. Dr. Smith Is of the belief that the Pendleton schools are now unsur passed by those of 'any city In the slate with the same population. The best teachers available are being se cured, and they are being paid all that the funds at the disposal of the board will allow. These things, with the new equipment that will be In use have 'been retained for next rear have Wen thoroughly tried and found captble, and that It is also tire wish of the board to establish a permanent corps of teachers, keeping the compe tent ijnes as long as possible. Also, he stated that hereafter the board will Veep a waiting list of teachers, this being done at the suggestion of the state superintendent. Those on such list will be slated for vacancies when such occur. Another matter in which the school board is detei mined to take a stand, Is for the betterment of moral condi tions in the city, especially where pu pils are concerned. Mr. Tcutsch gave as his opinion yesterday that the time Is at hand In Pendleton for bet ter conditions than have been exist ing, and that such will gradually he brought about. In speaking of the above matter, E. L.
