LEASE CRUTCHER LEWIS, LLC, (CM/GC) Nate Buddress 3-18-15 3-18-15 CITY OF CAMAS NOTICE TO CONSULTANTS FOR NORTH URBAN GROWTH AREA AND SR-500 CORRIDOR STUDIES City Of Camas Projects S-602 and S-603 Respectively The City of Camas solicits interest from consulting firms with expertise in corridor alternatives analysis and feasi- bility studies, transportation planning, state and federal regulations, and environmentally sensitive solutions. DESCRIPTION OF PROJECTS The proposed projects consist of the following: 1. Providing creative ideas and potential alignments for the east-west arterial corridor proposed north of Laca- mas Lake in the general location indicated on the Trans- portation Plan Map within the Camas Comprehensive Plan. This map may be found at: http://www.cityofca- mas.us/images/DOCS/MAPS/comprehensivestreet- plan2007.pdf. 2. Analyzing the transportation need and providing pro- ductive solutions for both short and long range planning for the SR-500 corridor from the north side of Lacamas Lake south to NE 6th Avenue. This corridor study also includes NE/NW 6th Avenue from SR-500/NE Garfield Street west to the SR-14 on ramp. The total budget for these projects is $100,000 in 2015 and $50,000 in 2016, all in local funds. The work to be performed by the selected consultant is: 1. Analyzing critical areas to the extent of providing cor- ridor alignment alternatives and cost estimates at a level of probable certainty and accuracy for the east-west cor- ridor. Critical areas include, but are not necessarily lim- ited to, archaeological and historical significance, wetlands, steep slopes, endangered species, significant trees, environmental justice, and additional items of sig- nificance for a SEPA and NEPA checklist. 2. Using the RTC traffic model to assist in providing the needed analysis for both projects. This task may include fine tuning of TAZs and assumptions in order to appro- priately evaluate local needs. 3. Determining lane configurations, intersection impacts, and the number of lanes necessary for the SR-500 and 6th Avenue corridor. 4. Coordinating with WSDOT and Clark County when applicable. 5. Coordinating encroachment with property owners and evaluating their needs and concerns if and when neces- sary. 6. Providing cost estimates and timing, based on need, for alternatives for both projects. This task should be broken out into individual construction projects when feasible. 7. Providing executive summaries for both projects. 8. Completing all tasks within nine months from the kick- off meeting. SUBMITTAL Submittals should include the following information: Firm name; phone and fax numbers and email address; Name of Principal-in-Charge, Project Manager and per- sonnel proposed for these projects; and number of employees in each firm to be committed to these proj- ects. Submittals will be evaluated and ranked based on the following criteria: 1) Key available personnel = 15%; 2) Firm/team experience with corridor studies and align- ment alternatives analysis = 15%; 3) Firm/team experience with environmental investiga- tion = 10%; 4) Ability to meet schedule = 10%; 5) Approach to projects = 30%; 6) Familiarity with relevant codes and standards = 10%; 7) Past performances/references = 10%. Consultants are encouraged to submit their statements in the format and order of the above listed evaluation cri- teria. Please limit the size of submittals, including tables of contents, appendices, illustrations, charts, graphs, cover letters, and any other information, to 10 pages or up to 5 double-sided sheets with text no smaller than size 10 font on 8 ½” x 11” paper. Two additional 11” x 17” sheets are allowed as part of submittal. Please do not submit cost proposals at this time.
