Hatfields requested bunding program did not contain the same projects as the board's priority list of the first 12. The subcommittee also rec ommended appropriations total ing $3.7 million to meet top pri ority projects requested by the state board. Solons to Study Fund Requests for 12 Projects SALEM fl A Joint Ways $3.5 million would permit Ore gon Technical Institute to move to its new campus in Klamath U.S. Copter Defies Russian Protests BERLIN Ml A U.S. Army helicopter flew over East Berlin Thursday in defiance of previ ous Soviet protests. After the flight, which an Army spokesman called routine, the Russians delivered an oral protest in the four-power Berlin Air Safety Center. The Western Allies insist there are no restrictions on flights within the Berlin control zone. The zone has a radius of 20 miles from the Air Safety Cen ter in the city center. The other appropriation is for $292,000, which would be added to $458,000 from the state re storation fund to replace Camp bell Hall at Oregon College of Education in Monmouth. The decision to limit building during the next two years to the first 12 items would Include these projects: Central heating plant and boiler at the University of Ore gon Medical School; alterations to the old library building at Oregon State University; physi cal education building at Port land State College; classroom, laboratory and office building at Southern Oregon; a class room, laboratory and office building at Oregon College of Education; a science-math build ing at Eastern Oregon College; addition to the library building at the University of Oregon; the pharmacy building addition at Oregon State University; the second addition to the science building at Oregon; first addi tion to Cordley Hall at Ore gon State University; physical education building at Southern Oregon, and the library build ing addition and alteration at Oregon College of Education. When the 47-foot former salm on trawler sailed into Sydney Harbor Thursday, Skipper Kerb Hope, 31, a Los Angeles engi neer, was the only American aboard.
