They are measures to make steclhead a game fish; to reappor tion the legislature by area as well as population, and to repeal the school district reorganization law. ?. The deadline for filing completed petitions is July 5. None has been completed yet. ": Proposals which Thompson said would fall short are measures Tr ' I Calcutta Man In Portland For Surgery . PORTLAND (UPD A 32-year-old Calcutta, India, man arrived Wednesday for a delicate open heart operation at the Univer syit of Oregon Medical School. - Bcrendra Kumar Dutta Bar man arrived at Portland Inter national Airport and was met by Clackamas County deputy Ken Shoup and his wife. Shoup . is an Indian Theater war vet eran who pledged his help to Barman when he first heard of the Indian's trouble. Barman was brought to this country through efforts of the Oregon Heart Assn., the Medi cal School and Mrs. Eleanor Roosevelt. . Barman, a college graduate, was taken to the medical school hospital where Dr. Albert Starr said he would attempt the deli cate operation. Barman was to begin a round of tests and Doc tor Starr said the mitral valve replacement might be indicated. Such surgery is not practiced in India. Barman, a former ath lete, has suffered from frequent 'heart attacks over the past sev 'cn years. He read of Doctor Starr's surgery in a Calcutta newspaper and wrote Mrs. Roosevelt asking for help. Mrs. Roosevelt wrote to Doc tor Starr and the Oregon Heart Assn. Shoup read of the story and made many calls on Bar man's behalf. Medical school authorities have decided the operation could be performed under termi of an $800,000 cardio vas cular research grant awarded .the medical school in 1961. , Barman's travel expenses were paid by the Calcutta Ro tary Club. Hatfield Said Shunning Party Label SALEM (UPD Atty. Gen. Rob ert Y. Thornton said Tuesday night that Gov. Mark Hatfield is avoiding the Republican party label. . Thornton, Democratic nom inee for governor and Hatfield's .Opponent this fall, noted that Hatfield has just put out what Thornton called a "lavish 4.000 word propaganda folder" which fails to mention that Hatfield is the Republican candidate for governor. The folder includes Ihc name Republican "only three times, printed only in the smallest type" but doesn't list Hatfield as the GOP governor nominee. Thornton said. Thornton also said that Hat field has "even omitted his Re publican party identification on his large picture posters." Thornton said that with the election nearing "we can ex pect him to 'forget' his Republi can identification. We can also expect that from now on he will avoid, line nooi ami mouth disease, such big GOP events as the recent Republican conference at Seattle where he failed to put in any appear anre." Thornton addressed Marion and Polk county Democrats here. Cap Pistols Legalized TRENTON. N.J. M For the first time in 25 years New Jer sey youngsters will he able to shoot cap pistols on the Fourth of July. Just 15 days before the holi day. Gov. Richard J. Hughes signed a bill Tuesday legalizing caps and cap pistols. Hughes, father of 10. had ex pressed some qualms about the bill earlier, but said he had made a thorough study of it and checked the comparable laws in -other states. Boise Man Elected GEARHART. Ore. I John W. Hewitt, Boise, Idaho, was elected president of the Pacific Northwest Savines & Loan A. sociation as the group closed its annual convention Wednesday. Hewitt is president of Prnvi. dence Savings & Loan in Boise. Harold C. Kean. Seattle, was elected vice president. James A. Sinclair, Boise, was named secretary. The group selected Sun Valley. Idaho, as the site of its convention next year. New School Okayed MEDFORD (UPD The Medford j aunuui ouarn nas voiea to con struct a 2,000-student capacity high school on a 35-acre tract in the northeast corner of the city. The proposal calls for a plant to cost in excess of $3.5 million. to be put in use in 1965. Money to nnance tne structure will be from a bond issue which prob ably will be submitted to dis trict voters this fall. Present plans call for the present high school building to be used as a third junior high school housing 850 students. A similar number of students would he housed in each of the I present two junior high schools. Theme Selected PORTLAND UV- The theme of next year's Portland Rose Festival will be: "Highlights in History. That suggestion won the queen's car a 1962 Buick con vertible for Mr. and Mrs. Paul I H. Howe of Portland. Persons who purchased Rose I Festival buttons this year were given a chance to select next I years theme. Collections Behind SALEM UV- State tax collec tions are running 8i per cent ahead of last year, but are still under estimates on which the -current two-year budget are ' based. I The legislature had figured i on a 15 per cent increase. The Tax Commission reported Wednesday its collections for the 11 months ended May 31 were $111 million. Rejection Of Request Baffles Solon WASHINGTON 11 Sen. Maurine B. Neuberger, D-Ore., told the Oregon Medical So ciety Wednesday she is baffled by its rejection of a request to use its addressing service to poll doctors on medical care matters before Congress. In a wire to Roscoe K. Miller, executive secretary of the so- I ciety, Mrs. Neuberger said her I Portland office told her the re quest to use its service on a fee basis had been vetoed. "I trust that it is clear lo vou that I am willing to pay a serv ice charge for addressing, which I understand is usually avail able without question to com mercial groups and drug adver tisers," she said.
