Ml In an age of increasing musical dis sonance, composer Percy Grain ger had to be considered conservative. Yet he was a free spirit, and he displayed it with a colorful per sonality, sometimes eccentric manners, a flair for the dramatic and a huge ihock of hair that turned slowly from orange red to white. His death Monday in White . Plains Hospital at the age of 78 robbed the musical scene of a man who had once been one of its liveliest members, a world famous pianist and composer. He had lived in semi-retirement for years in this New York Citv auburban community, whose resi dents had grown accustomed to aeeing their neighbor wheeling nil luggage from the station in wheelbarrow or carrying his gro ceries In a knapsack. His smaller compositions and arrangements of English folk tunes, such as "Country Gar dens," "Molly on the Shore," and Handel in the Strand," showed originality. They had one char acteristic they could be whistled. In 192S Grainger was married to the Swedish painter and poet Ella Viola Stroem before 22,000 persons in the Hollywood Bowl. He was born in Melbourne, Au stralia, July 8, 1882. After a suc cessful career there as a child prodigy he adopted Europe, Eng land especially, as his own. He came to the United States in 1915, made a sensation at his New York debut and subsequent ly gave concerts all over the world. He joined the U.S. Army in 1917 and played the oboe and saxophone. Two years later he sealed the bond between himself and the American people by be coming a citizen. - Probers Silent On Jet Crash BRUSSELS Wl A strict news blackout has been imposed by the U.S.-Belgian team investigating the Feb. 15 crash of a Sabena Belgian Airlines jet which cost 73 lives. The dead included the 18 members of a U. S. figure skat ing team. Official quarters declined to re lease any information on the progress of the inquiry, saying it is too soon to disclose findings. Hundreds of pieces of debris from the crash scene north of Brussels are being labeled and stored in a hangar at the Mels- broeck military airfield. , The French daily L'Aurore sug gested that the accident might have been caused by a passenger running amuck with a subma chine gun. "This is highly unlikely, and belongs more to the style of a novel than to present-day condi tion of international travel with severe luggage checks by cus toms," an airport official commented. Come - first Saved THOMPSON'S RECORD MART Jobless Benefits Tops Ledger President Kennedy Lists 16 Priority Bills WASHINGTON OB President Kennedy Tuesday gave Demo cratic congressional leaders a list of 16 bills he wants to have pri ority in the legislative program. It is topped by extension of un employment compensation. The leaders said they promised the President speedy action. "I think now that we are going to have full steam ahead," House Speaker Sam Rayburn, D-Tex., told reporters after the breakfast meeting of House and Senate leaders at the White House. The top measure on Kennedy's program is already getting con sideration in the House Ways and Means Committee. This bill would extend unemployment compensa tion benefits for idle men whose jobless pay had expired by last October. The next three items among the President's proposals are addi tional federal aid to the depend ent children of unemployed fa thers, improvements in Social Security benefits and a $390-mil lion bill for aid in redeveloping depressed areas. White House Press Secretary Pierre Salinger said of matching importance will be a general farm message, proposed changes in for mer President Dwight D. Eisen hower's budget, and water and natural resources legislation. The other bills on the 16-point list were: The support and control pro gram for feed grains, increasing the $1 minimum wage, federal aid to education, health care for the aged under Social Security, aid for college education, aid for medical education and research, federal support for expansion of community health facilities, ex tension of the Government Re organization Act, ratification of U.S. affiliation with the Organiza tion for Economic Cooperation and Development, creation of 59 new federal judgeships, establish ment of an office of international travel and easing of restrictions on trade with Iron Curtain coun Congressional movement was developing on these major items: Education In the House, Speaker Sam Rayburn, D. Tex. gave a go-ahead signal to the fed eral aid to education program the President sent to Congress Monday. Rayburn, who opposes federal assistance for payment of teach ers' salaries, said he would not "resist" House consideraMon of a measure containing both 'his pro vision and federal aid for class room construction. Emergency unemployment aid extension The House Ways and Means Committee starts closed door sessions aimed at get ting a bill in shape for house action late this week or early next. A compromise on the fi nancing reportedly smoothed the way for agreement on benefit ex tension up to 13 weeks. Aid for depressed areas Mansfield said he expects to bring a bill for the aid of de pressed areas before tbe Senate next week. Sen. Paul Douglas, D-IU., said a banking subcommittee he heaJs will wind up hearings on the measure with testimony next Tuesday from Secretary of Com merce Luther H. Hodges, Sec retary of Labor Arthur J. Gold berg and Secretary of Agriculture Orville L. Freeman. A spokesman for the corre sponding House committee said hearings probably will start with in a week. e Social Security Introduced Monday in the House was the administration bill to provide op tional Social Security retirement for men at 62, higher minimum and widows' payments and easing of requirement for coming under the old age insurance and dis ability retirement provisions. The cost would be an additional Vt of 1 per cent tax on employer and employe. Kennedy has asked these chang es be put into effect by April 1. The Ways and Means Committee planned to consider the bill after finishing work on the unemploy ment measure. Minimum wage increase A House labor subcommittee plans to complete hearings this week on the administration proposal to in crease the mimimum by stages from the present $1 to $1.25 an hour and bring additional mil lions of employes under wage hour coverage. Of the legislative measures Ken nedy recommended for high pri ority action, there has been least progress so far with housing and Social Security-supported health care for the aged. Democratic strategists appar ently intend to defer action on the medical bill in hopes of win ning over enough Ways and Means Committee members to avoid the fatal setback similar legislation met in that committee last year.
