The plane crashed in murky weather Sunday night killing the pilot, Harold Teague, 39, of Austin and co-pilot Charles Williams, 37, of Houston. The vice president was not aboard the plane at the time of the crash. ' Few Changes Proposed In Reapportionment Plan SALEM W Legislative reap portionment that would affect only 10 of the 36 counties was of fered to the Legislature Monday by House Republicans. Rep. F. F. Montgomery, Eu gene, House Republican leader, said he expects to get Democratic support for the plan. But Multnomah County Demo crats, who believe their county is entitled to more representation, indicated they would oppose it. In the Senate, only Polk and Washington counties each with a senator now would be af- JFK to Make Canadian Trip WASHINGTON HI President Kennedy will visit Canada in what probably will be his first venture outside the United States since taking office. , A dale has not been fixed. Kennedy will make the trip in time to address a joint session of the Canadian' Parliament before it adjourns. It is expected to wind up in early summer. Canadian Prime Minister John Dicfenbaker announced Kenne dy's acceptance to his invitation on return to Ottawa Monday from a White House visit. The exchange of visits and a joint statement issued at the White House after Diefcnbaker left were indicative of the close relations between the two coun tries. In the statement, Kennedy and Dicfenbaker reaffirmed Lhe de termination of their nations to work together for peace and free dom in the world. In talking to newsmen in Wash ington, Diefenbaker in effect re buked Canadian neutralists. He said Canada "does not intend to be neutralist regardless of the " opinions expressed by some peo ple." fected. Polk would have half a senator, shared with Lincoln County. Washington would get another half a senator, shared with Columbia County. In the House, Gilliam, Morrow, Sherman and Wheeler counties now. each with one-quarter Of a representative would be in creased to one-third each. Wash ington County's 2'A representa tives would be increased to 3. Clackamas County's 3 would be boosted to 4. Hood River and Wasco, now each with one representative, would be cut to one-third each. Yamhill's 1V4 would be reduced to one. If the Legislature passes a re apportionment plan, it would be subject to review by the Supreme Court. If the Legislature does not, then Secretary of State How ell Appling Jr. would draft a re apportionment plan. . - Since the plan has such little impact on Eastern Oregon, Re publicans should get support from Eastern Oregon legislators. That in itself might insure pas sage of the plan. It had been assumed that East ern ,Oregon's legislative delega tion might be cut under any re apportionment plan according to population. That is because the eastern part of the slate has not grown as fast as the western por tion in the past decade. But the Republican plan would give the eastern part of the state the same number of senators as it now has, aid only one fewer representative.
