The committee also recommended that a school board be re quired to put in writing its reasons for not rehiring a teacher or administrator. The recommendations, if approved by the OEA's representative council in December, would become official policy of the organiza tion and would be presented to the Oregon legislature next spring for possible action. The committee asked that minimum salaries for teachers with less than three years experience be raised from $1,800 to $3,400 annually. Shirley M. Barker told police that a woman came up behind her on a downtown Portland street corner and said, "This isn't a hat pin in your back. Keep walking." Mrs. Barker said she was forced into the back seat of a car driven by 'a second woman, but when the vehicle stopped for a traffic light, Mrs. Barker jump ed from the car and ran and hid in the bus depot. Authorities here said the body was believed to be that of Wil- lard Tompkins of Newport who, with his brother, Harold, was drowned last March when the Trailer Flora went down in the Columbia River off Hommand, Ore.
