World reaction to sudden announcement mixed. Moscow's has been However, both Washington and London believed it might mark an important shift in Russian foreign policy and that it might also dis close the name of Stalin's succes sor. There also was speculation that Stalin, now 72 and foreseeing the time when he would drop the reins, was dividing his various re sponsibilities among a number of men in the hopes of averting any internecine struggle within the party after his death. Alexander Kerensky, exiled leader of Russia's first revolu tionary government, looked upon the move only as another Krem lin maneuver to fool world opin ion. TWO POSSIBLE LEADERS There are, however, two names which from now on will be watch ed closely. They are Georgi Mal- enkov, 50, who will deliver the main address to the Congress meeting, and Laurenty Bona, 53, powerful chief of the Soviet se curity system. Both are vice pre miers, and Malenkov, in addition has been Stalin's private secre tary and, since 1946, in control of Communist Party machinery. Reliable reports say that these two men long have pressed for party reforms which would in clude a greater number of non Russians in the Central Commit tee, and that the calling of the Congress now after 13 years is largely at their insistence. Polio Outbreak Peak Expecled WASHINGTON (U.R The Pub lie Health Service said Thursday this year's polio outbreak seems to be approaching its peak after a 17 per cent increase in new cases in the week ending last Saturday. In its weekly summary o conv municable diseases, the service said it now looks as though this year's case total "probably" will be less than the record 42,0fJ0 cases reported in 1949. That compared with 1,765 cases in the same week last year and 3,416 in 1D49 the largest weekly total reported during that record year. "The peak incidence for 1952 should be reached in a few weeks since the disease is declining in several states," the summary said. "The peak, however, was not reached in 1950 until late Septem ber. "It is too early in the season to know what the total- for the year will be, but it probably will be less than the all-time high of 42,- 000 cases reported in 1949." During the week, the summary said, increases were noted in most geographic divisions witn me largest relative increases in the middle Atlantic and west south central areas of the country. An increase of 60 per cent occurred in New Jersey with 61 cases as com pared to 38 cases in the previous week. Louisiana reported an in crease from 17 to 60 cases. 16,447 CASES The "most significant" decreases were noted in Iowa and Nebraska, the Public Health Service said. Staff Writer MILAN OT Italy has started its research for an experimental atomic stockpile in mostly base ment qtiarters next to a "room for rent" sign. It is a modest beginning with "home made" heavy water, a tiny quantity of locally obtained min eral uranium, eight professors, some 30 student research assist ants and about $100,000. Unlike the great secret Ameri can atomic cities, visitors need no special passes and there are no gun-bristling guards at the doors of the CISE (Centra Informa zioni Studi Esperienzc) labora tories, the organization tor Italian atomic study. The center is financed by a doz en of Italy's major industries. Professors directing the work say that the $100,000 is about one one-hundredth of what they need for really advanced experiments. But they take hope from in creasing government interest at Rome where late in July the re search was placed under control of a government agency on nu clear energy. Minister Pietro Campillt of commerce and industry announc ed that Italy expects to receive financial aid from the United States to help with the studies. Goal of the research center is to establish a sufficient atomic stockpile to permit experiment and studies. Directors said they already have set up the necessary equipment to get the stockpile started. You'll find a warm and friendly service at Wally'a.
