His alleged profit was 8700 per cent. The manufacturer, Kenneth C. Hcavlin, 34, was charged Friday with "concealing material facts" by failing to state in his bid that the arms would be surplus instead of new. He did not comment on the charge. Heavlin was a witness here last, July in a Congressional probe intoi purchasing operations at the De troit tank-automotive center. A private manufacturer in East Germany has come up with a plastic bag in which 1,600,000 East German Communists in the future are to carry their party cards on a string around their necks. The bag was approved by the Communist Central Committee after a series of troublesome in cidents over lost cards. Many cards had been used to collect autographs and others had been stolen from briefcases and hand bags despite a regulation that the card must be kept on the person at all times. They can't miss now. Editors Call Truman Taft 'Best Qualified' CHICAGO (IP) President Tru man and Senator Taft (R-Ohio) have been named in a poll of newspaper editors as the "best qualified" in their respective parties for the presidency. (U.R) The i new president of the National Reclamation Assn. started his term Saturday with a plea for harmony "so the reclamation west can speak with one voice of what's ood for our people." C. Petrus Peterson of Lincoln, Neb., told the NRA's 20th annual convention that his hope "is to avoid conflict and distrust of one another. "I hope to be spokesman for those who want good will," he said. Peterson's speech closed the three-day convention at which 5 e v e r a I nationally prominent speakers have urged that members cease personal controversy and band together to support the recla mation program. The association chose Long Beach, Calif., for its 1952 convention. The delegates passed a resolu tion asking Congress to exempt some private lands from the 160- acre federal irrigation limit. Other resolutions: Authorized a study of state and local roles in the national water policy. Asked Congress to enact a law spelling out the nation's water policy, giving local groups a part in planning and operation of recla mation projects. Endorsed the use of power revenues to help pay for Irrigation, and approved the basin-wide plan for water development. Opposed a presidential order cancelling future projects. Backed a soil and water research program sponsored by the De partment of Agriculture. Asked Congress to pass tide lands legislation giving states the title to submerged land within their borders. Condemned defense plant use of power originally earmarked for irrigation pumping. Work Starts on New Building at Grove COTTAGE GROVE Construc tion has started on a new business building at 7th and Main Sts. The city several days ago issued a building permit to William Prager who estimated the cost of the structure at $1700. The building, being constructed of concrete block, will be 16x45 feet. Prager has not announced what type of business will occupy the new structure.
