County Dairy Breeders' Group Signs Articles of Association Articles of association for the Rt. 3, Junction City; Charles Mc- Cullouch, Rt. 8, fcugene. H. P. Ewalt, dairy specialist, from Oregon State College, pro vided the articles of association and arranged for filing them In Sslem. Lane County Dairy Breeders' Assn. were signed last week by five dairymen In the office of County Extension Agent O. S. Fletcher. Copies have been filed with the secretary nf state and the county clerk. At the same time, a meeting was scheduled for 1:30 p.m., Dec. 3, in the 4-H Club building on the I county fairgrounds, Eugene, to! complete organisation of the as sociation. Anderson, Truman Expected to Add Welfare Department to Cabinet WASHINGTON (U.PJ Presi dent Truman is reliably report ed to be planning a new cabinet post to direct a vastly expanded social welfare program aimed at making America healthier and happier. , Creation of such an executive department would require con gressional approval. But capital observers believe the new Demo cratic Congress will go along. Administration sources told the United Presn that Mr. Truman will ask Congress to set up the new Welfare Department in his "State of the Union" message. The message will be delivered to Congress shortly after it convenes Jan. 3. Closely allied to the welfare program are relatively shorter rang projects in the field of housing. The president and his lieutenants want rent controls ex tended for at least another year, and government-backed construc tion of low-cost, low - rental housing. Mr. Truman's welfare program In some respects is more far reaching than anything of the kind proposed by the late Presi dent Roosevelt. It embraces: 1. Extension of social security benefits to millions of persons not now covered, and higher payments to the needy and aged. 2. A long-range national health program, including pre-paid health Insurance, to provide adequate Faces Drunk Charge William R. Officials say the na tion has only 80 per cent of the doctors it needs. ' If Mr. Truman is successful In putting over the program, It; would add millions of dollars to the government's annual welfare bill, whclh already topi $1, 000,000,000. Most of the added cost, however, would be met by increased Income from social se curity taxes. Congress appropri ated $1,245,163,265 this fiscal year for government welfare and edu cation activities. Congressional sources believe Mr. Truman eventually will get most of what he wants. His re quest for a welfare department in the cabinet reportedly will have the backing of the bi-partisan government reorganisation com mission headed by Former Presi dent Herbert Hoover.
