The University of Oregon this week became the tint unit of the
l ane County Chest to go over Its quota. Martin- two weeks prior

vided the articles of association
and arranged for filing them In
Sslem.
Lane County Dairy Breeders'
Assn. were signed last week by
five dairymen In the office of
County Extension Agent O. S.
Fletcher. Copies have been filed
with the secretary nf state and the
county clerk.
At the same time, a meeting
was scheduled for 1:30 p.m., Dec.
3, in the 4-H Club building on the I
county fairgrounds, Eugene, to!
complete organisation of the as
sociation. Officers will be elected I
and applications for membership,
membership fees and payments on
capital stock will be accepted, j
Artificial Breeding I
The association is being formed;
to carry on a program of artificial
insemination of dairy cattle. j
Membership fee is ten dollura(
unci each member buys capital 1
stock to the extent of five dollars
for each cow In his herd which
lie expects to breed during the
coming year. j

Fletcher said that everyone In
terested In the program, living
within 13 miles of Eugene or
Junction City, is invited to the
Dec. 2 meeting. At that time, the
location of the headquarters of
the association will be deter
mined. Members must be within IS
road miles of the center, or on a
good loop road. j

Truman Expected to Add
Welfare Department to Cabinet
WASHINGTON (U.PJ Presi
dent Truman is reliably report
ed to be planning a new cabinet
post to direct a vastly expanded
social welfare program aimed at
making America healthier and
happier. ,
Creation of such an executive
department would require con
gressional approval. But capital
observers believe the new Demo
cratic Congress will go along.
Administration sources told the
United Presn that Mr. Truman
will ask Congress to set up the
new Welfare Department in his
"State of the Union" message.
The message will be delivered to
Congress shortly after it convenes
Jan. 3.
Closely allied to the welfare
program are relatively shorter
rang projects in the field of
housing. The president and his
lieutenants want rent controls ex
tended for at least another year,
and government-backed construc
tion of low-cost, low - rental
housing.
Mr. Truman's welfare program
In some respects is more far
reaching than anything of the
kind proposed by the late Presi
dent Roosevelt. It embraces:
1. Extension of social security
benefits to millions of persons not
now covered, and higher payments
to the needy and aged.
2. A long-range national health
program, including pre-paid health
Insurance, to provide adequate

medical care for millions the gov
ernment says can not now afford
it. The goal is "to expand basic
health services and to bring them
within reach of all the people."
3. Bigger federal grants to the
states for construction of hospitals
and other medical facilities and
for medical research.
4. Increased federal financial
aid for education. This will in
clude money for school buildings,
teacher salaries and other operat
ing costs.
5. Possible government fellow
ships for medical students as a
solution to the current shortage
of doctors. Officials say the na
tion has only 80 per cent of the
doctors it needs. '
If Mr. Truman is successful In
putting over the program, It;
would add millions of dollars to
the government's annual welfare
bill, whclh already topi $1,
000,000,000. Most of the added
cost, however, would be met by
increased Income from social se
curity taxes. Congress appropri
ated $1,245,163,265 this fiscal year
for government welfare and edu
cation activities.
Congressional sources believe
Mr. Truman eventually will get
most of what he wants. His re
quest for a welfare department in
the cabinet reportedly will have
the backing of the bi-partisan
government reorganisation com
mission headed by Former Presi
dent Herbert Hoover.
