Steady Income ' "This demonstrates forcefully,' Krueger said, "the dependable, steady aspect of O St C tax in come." A comparative listing of actual payments per acre - shows O St C land contributing 27.7 cents per acre in taxes, private land - 28.8, and forest service land 7.4. "The O St C figure Is based on 360,000 acres of land, of which 75,000 acres are controverted in demnity lands for which no taxes have been collected. In the past five years $800,000 worth of tim ber has been sold off these lands, which breaks down to $120,000 worth every year. This will en title the counties to their share of the $60,000 every year in taxes from these sales, when the con troversy is decided by congress. Krueger said. Boosts Taxes "In the meantime, the taxes actually collected have been only for the 283,000 acres of non- con troverted lands, which boosts the O & C tax payments per acre to approximately 35 cents." Krueger also called attention' to the fact that O & C never has sold up to its allowable cut under sustained yield principles, so that tax income from these lands has always been less than is allowable. Sees Gain "Private lands, on the other hand, have been cutting, on the average, far above the allowable cut, and tax income from these lands is bound to go down to come within the sustained yield program, or else they will even' tually be all cut out," Krueger as. serted. "Either way, the county can look eventually for a dimin ishing return from private land, and an increasing return from O St C." O 4c C revenues are paid to the 18 land grant counties' in propor tion to the value of O & C timber within each county, based on the 1916 assessments. -Still Shares "This means," Krueger explain ed, "that a county in which no O & C timber is cut in any one year Will still receive its propor tionate share of the total O St C revenues for. that year. Another county in which much O & C tim ber is cut will not actually re ceive 50 per cent of the value of such timber but only its pro portionate share." Lane County falls Into the latter category. During the 1946 fiscal year the O & C administration sold $415,832 worth of timber on bona fide O & C land and $60,000 worth of timber on O ft C con troverted land. . This is a total income of $475,832, of which 50 per cent, or $237,816 (when the controverted land tax is included) is paid to the counties. Tells Total "Thus actually," Krueger said, "the O St C lands in Lane County contributed this amount in lieu of taxes and not only the $100,065 paid to Lane as its proportionate share of the' total revenue from all 18 counties." The proportionate disbursement of O St C revenues provides fairly stable payments to all 18 counties on a sustained yield instead of fluctuating payments based on the actual cut within each county.
