Three more spokesmen for the National Reclamation Assn. testify Friday in favor of a controversial meas ure which both pro and eon wit nesses agree would result in an increase in public power rates in the West. They are Don McBrlde, secretary-manager of the association, Floyd Hagie, who formerly held the position and is now with the Seattle Chamber of Commerce, and J. H. Moeur, director and member of an association study group. The bill by Rep. Robert Rock well (R-Colo) la on of several before a House Public Lands Sub committee to alter reclamation laws. Major witnesses against it were Reclamation Commissioner Michael Straus and his assistant, William E. Warne. It received strong support Thursday from Robert Sawyer, of Bend, Ore., president of the association. Sawyer and other witnesses ad mitted under questioning that the effect of the bill would be to raise public power rates on such areas as the Columbia Valley of the Pacific Northwest and the Central Valley of California. It would, they say, reverse an opin ion by a former Interior Depart ment solicitor that public power rates need not repay enough money to cover the basic power investment. Such rates now re turn enough to pay three per. cent interest on that investment, op eration and maintenance on pro jects and contribute to irrigation costs too high to be born by water users. The Reclamation Assn. president said his group supported the bill because power should make imme diate repayments on principal and because interest earned should not be diverted to pay irrigation costs. ' . . . But we do ot support it because it would raise power rates," Sawyer said. The road, which takes dH from the Coast Highway north of Florence, was damaged severely by winter storms, said Wheeler. He inspected it Thursday with Headmaster Fred Smigley and County Surveyor P. M. Morse. Farts of the road have been carved out of steep hillsides and in several places slides have taken out the road entirely, Wheeler said. In such places the road will have to be rebuilt. First part of the job will ex tend over an eight and one-half mile stretch, Which will Improve access to three lumber mills which have ceen erected in the area in the last year. Beyond that noint the road continues to Indian Creek. From there, by way of Thompson Creek, the road makes a Junction with the highway from Mapieton to Florence.
