P) A strike of 1000 St. Paul teachers who plan to picket the public schools is scheduled for next Monday in an attempt to enforce salary de mands wmcn scnool authorities say they would like to grant but cannot because of city charter re strictions on expenditures. Adding to the complexities of this incongruity is the fact that the city treasury holds a $350,000 surplus, enough for a start on higher wages. The City Commissioner of Edu cation's Office said Thursday that u only half of the 1000 teachers who voted the strike actually walked out, all of the grade and high schools would have to close. The members of the American Federation of Teachers (AFL) demand $200 in lieu of increases for the fall months of 1946; an annual salary ranging from $2400 to $5000, to start next January with a monthly increase of $100; and an additional annual appro priation of $1,700,000, in addition to the amount currently budgeted, to cover school maintenance, nur- chase of additional supplies and equipment, and new construction. The current salary scale runs from $1300 for teachers with a bachelor of arts degree and a year of experience to a top of $21100 for those having a master's degree.
