A total of 2768 students had drawn registration material, C. L. Constance, assistant registrar, stated. This is approximately a five per cent increase over the corresponding time last year. COLLEGE CLIMBS CORVALLIS, March 21 (Pi Oregon State college's first day enrollment for the spring term came to 3674 yesterday against 3435 a year ago. The increase was about 7 per cent. A total of 2443 men and 1231 women enrolled. Late registration was expected to bring the total to about 4000, slightly under the totals for the fall and winter quarters hut a record for spring enrollment. Income Tax Returns Drop 30 Per Cent From 1938 Figure WASHINGTON, March 21. (U.R) The treasury announced today income tax collections during the first 20 days of March amounted to $473,122,052, about 30 per cent below last year's figure but more than had been estimated in the president's budget. France Mobilizes Workers By Decrees PARIS, March 21. M) The authorized 60-hour work week the first product of Premier Dala dier's new dictatorial powers was extended today to railways, miners and numerous other indus tries. Moving rapidly to whip French productive capacity into shape to match Germany s, the Daladier government announced( also that a work week longer than 60 hours may be authorized if found neces sary. A communique said any person on relief who refused to accept work on national defense would be dropped from relief rolls for a year. The announcement was part of a quick national defense reorgani zation, for which decree laws were issued. The 16 decrees, signed yester day by President Albert Lebrun, not only signaled intensified pro duction of war materials and a re vamped miliary command system along the German frontier but au thorized the government to call reservists to the colors. Three of the 16 decrees, ordered published in this morning's official Journal, were considered military measures; nine were for increased production, while the other four were "miscellaneous." French political observers con sidered them but the first of a ser ies designed to put France on an equal footing with totalitarian states in rapid military action. UP) America's first lady, Mrs. Eleanor Roosevelt, paused an ex tra day here today to see Treas ure Island and the Golden Gate International exposition like an ordinary citizen. It was vice versa, yesterday. She was herself the No. 1 attrac tion on the island, and proved to have so good a box office appeal her lecture audience had to be moved into the largest auditor ium on the island, and overflow ed that one. In 1938, the city of Eugene did not receive ownership records on licenses issued in May until De cember, Mr. Bryan pointed out. Both Bryan and Mayor Large de clared they believed it should be possible for the records to be sent out to cities each week so that local police departments would be able to determine ownerships im mediately. Eccles Says Recovery Awaiting Profits For Private Business WASHINGTON, March 21. (ff) Chairman Marriner S. Eccles of the federal reserve board said to day the principal impediment to recovery was the inability of priv ate enterprise to obtain profits. The bespectacled banking chief told the senate silver committee it was his opinion this condition was due in part to an excessive capacity for production, adding there could be only limited addi tional investment of private capi tal until buying power increases.
