France Mobilizes
Workers By Decrees
PARIS, March 21. M) The
authorized 60-hour work week
the first product of Premier Dala
dier's new dictatorial powers
was extended today to railways,
miners and numerous other indus
tries. Moving rapidly to whip French
productive capacity into shape to
match Germany s, the Daladier
government announced( also that a
work week longer than 60 hours
may be authorized if found neces
sary.
A communique said any person
on relief who refused to accept
work on national defense would be
dropped from relief rolls for a
year.
The announcement was part of
a quick national defense reorgani
zation, for which decree laws were
issued.
The 16 decrees, signed yester
day by President Albert Lebrun,
not only signaled intensified pro
duction of war materials and a re
vamped miliary command system
along the German frontier but au
thorized the government to call
reservists to the colors.
Three of the 16 decrees, ordered
published in this morning's official
Journal, were considered military
measures; nine were for increased
production, while the other four
were "miscellaneous."
French political observers con
sidered them but the first of a ser
ies designed to put France on an
equal footing with totalitarian
states in rapid military action.

his claims in the Mediterranean
next Sunday, the hot spots of the
international front against Nazi
Fascist expansion were becoming
clear.
Most urgent was believed to be
on the Baltic coast, where Ger
man troops have been reported
despite Nazi press denials to be
concentrating near the Lithuanian
frontier.
Following a conference between
the Polish ambassador and foreign
secretary Viscount Halifax, it was
reported that Poland was insisting
that any commitments against ag
gression such as Britain has ask
ed eight other European powers to
make should include safeguards to
Lithuania.
A Nazi decision regarding Me
mel, which is dominated by pro
Germans, is expected this week
end when the Memel diet meets.
The Lithuanian cabinet, mean
while, considered precise propos
als from Germany regarding the
future of Memel, which it was ex
pected to hand over to the reich
without serious argument.

In 1938, the city of Eugene did
not receive ownership records on
licenses issued in May until De
cember, Mr. Bryan pointed out.
Both Bryan and Mayor Large de
clared they believed it should be
possible for the records to be sent
out to cities each week so that
local police departments would be
able to determine ownerships im
mediately. Approximately 900 traffic tick
ets were issued in January and of
this number, Eugene had no own
ership records in 75 per cent of
the cases, Bryan said. In Febru
ary approximately 600 tickets were
issued with about 50 per cent un
known here and March was ex
pected to be about like January.
