United Press Staff Correspondent WASHINGTON, Feb. 21. U.R Sharp curtailment of winter wheat acreage combined with severe fall drought throughout the middle west indicated today that 1939 may see the first test of the New Deal's ever-normal granary. The ever-normal granary was one of the underlying theories of the farm bill passed in the last session of congress and is intended to conserve surpluses following bumper crop years and make them available when harvests are small. Next year also will be the first in which the new agricultural ad justment act will apply to wheat.
