Test Of New Deal
Wheat Plan Due
During New Year
By G. W. STEWART, JR.
United Press Staff Correspondent
WASHINGTON, Feb. 21. U.R
Sharp curtailment of winter
wheat acreage combined with
severe fall drought throughout the
middle west indicated today that
1939 may see the first test of the
New Deal's ever-normal granary.
The ever-normal granary was
one of the underlying theories of
the farm bill passed in the last
session of congress and is intended
to conserve surpluses following
bumper crop years and make them
available when harvests are small.
Next year also will be the first
in which the new agricultural ad
justment act will apply to wheat.
The department has announced it
will attempt to reduce total acre
age from more than 70.000,000
planted for harvest in 1938, to
55,000.000.

years, resulting from expanded
acreage and favorable weather
have granaries throughout the
country bulging with the surplus.
A crop of over 875,000.000 bushels
in 1937 left approximately 154.-
000.000 after domestic consump-
iion ana exports Had been taken
care of. A 1933 crop of more than
930.000,000 bushels raised the car
ryover to around 285,000,000.
Ihc department's crop report
ing board said farmers complied
with the acreage reduction pro
gram in winter wheat by cutting
seeding from 56,000,000 acres to
46,000,000. Lack of rain reduced
growing conditions to 72 per cent
of normal. If those circumstances
apply to wheat planted in the
spring, experts said a total crop
of 680.000,000 bushels is likely.
Normal consumption in this coun
try is 683.000.000.
An ever-uncertain factor the
weather holds the key to the
prospect of increasing or decreas
ing 1939 production. Expert ob
servers say, however, that condi
tions arc "ripe" at the present time
for a drought at least equal to the
ruinous ary spells of 1934 and
it3b. Vast midwest areas are
parched from lack of rainfall this
autumn.
Dry weather next spring will
result In widespread damage to all
types of wheat and at least normal
precipitation is needed to produce
the crop estimated, it was said.
On the other hand, the agricul
ture department's long time weath
er chart indicates the period of
sever drought is at an end. While
emphasizing that dry periods are
"irregular and their coming can
not be forecast by any methods yet
known t o meterologists," t h e
