"The Federal Trade Commission can help materially to assist managers of radio stations in rejecting bad ad vertising copy. They can serve adver tisers by compelling a revision of the advertising copy before broadens ting. With the desire in mind of helping the radio industry . . .the Federal Trade Commission Inst year initiated a procedure to restrain advertisers over the radio from misrepresenting the goods offered for eale, or in any other manner deceiving and misleading lhe buying public. It is to the ever lasting credit of the rndio industry that it has cooperated with the Commis sion one hundred per cent. . . . "As wc have heretofore said, the FTC is empowered and directed to prevent unfair methods of competition in commerce. The courts have uni formly held that fatee and misleading advertising is one of such unfair methods. ... In the early part of 1920. the CommistMon urea ted a special board of investigation to aid the com mission in handling false and mislead ing advertising. . . . The courts have now defined' and applied practic ally every provision of the FTC. The Commission knows its powers of limi tation and now the formal Procedure of the Commission is as prompt and rapid as Che procedure of any court. . . . The object of all procedure is to prevent unfair methods in the fu ture, and experience teaches that this can be accomplished by stipulation even more effectively than by cease and desist order. . . . "If many radio stations expect to survive, they must respect, promote, and protect listener confidence. The Programs must be clean and the repre sentations by advertisers must be re liable and truthful. The FTC during recent months has received many re quests from radio stations for advice and information concerning certain nd vertisers and their products. It is with regret that the Commission can not in many oases give the information requested even though it may have it at hand. It is the fixed policy of the Commission to treat all proceedings confidential prior to the acceptance of a stipulation, or prior to the issu ance of a complaint. After that, pro ceeding aro for the public record. The FTC is pleased to give radio man agers all the information possible, but it can not disclose information secured during the preliminary stages of in vestigation and it can not pre-judge a caso in advance of giving the advertis er an opportunity to fcc heard in jus tification of his claims. All the infor mation is available to anyone who may request it, after stipulation has been Accepted and approval or complaint issued." Upper Camp Creek TITER CAMP CRKKK, .Tune 21.
