Salem oolice department organi zation of the past year has result ed in getting more policing done, increasing city revenue by $10,000 and heading off, at least for' the present, an increase in police force manpower., This was the picture given Tues day by City Manager Kent Math ewson to a city budget subcom mittee that approved a $381,088 police budget as prepared by the manager as part of the proposed new 34,390,000 city budget. No budget cuts were made Tues day by committees that checked through the police, health, parks, recreation and library budgets. In the police budget, over three fourth of the total cost is in sal ary. The aggregate salary of $296.- 330 for the coming year reflects an increase of $4,349 as result of city employes' pay raises given by uty council last Feb. l. No additional police employes were listed in the new budget, Manager Mathewson said the re organization of the department in to uniform, detective and records divisions last year has prompted La, 20 per cent increase in investi gations, reports and other indica tors of volume of police work be ing accomplished. These in turn led to bigger rev enue in fines and forfeitures, he added. Salem Public Library was given $53,485 budget, about the same as last year. New equipment un der capital outlay will be a micro film system, with viewer, for fil ing Salem newspapers. This will -save storage space in the library. Cost of the microfilm viewer and film was set at $1,200. Parks Budget Increases Recent major- increases in the amount of usable city park land is reflected in higher operating costs in -the Salem parks depart ment budget of $115,432. Mathewson said total parks' grass area has increased by 37 per cent, making it necessary to Increase the grounds maintenance budget by $13,000, to a total of $57,223. Two new power mowers and- two sweepers are among the new items here. Continued support of Bush House Museum and Pioneer Cemetery are shown in the parks budget. Recreation budget, shared by city and Salem School District, is up $10,362 as a result of the two new swimming pools at Olinger and Leslie. Water heating and more attend' ants (including pool cashiers) ac count tor some of the increase, aiong wun a $7,000 item which Mathewson said he hoped would be matched by a school district $9,580 special grant to make pos sible completion of some pool work taken out of the project when bids proved higher than the money voters had allowed for th project. - Toilets separate from hath. houses but using same Dlumbins system are needed by public watching the pool activity or using nearby public grounds for picnics, Mathewson said. Another part of the project he recommended re storing is larger deck area around the pools. This increases the ca pacity possible and would allow more swimmers at the pools at a given time, the city manager said. Health Budget Endorsed City's share of the city-county health budget is $34,102 or 42 per cent of the amount to be spent inside Salem. This budget re ceived subcommittee approval. The deliberations Tuesday morn ing were by the police .subcom mittee headed by Alderman E. O. Bushnell and including Russell Bonesteele, Lawrence N. Brown and Dr. Vera W. Miller. The lat ter two are also on Alderman P. W. Hale's committee, with Ai-' derman Clayton Jones. This group was responsible for the other bud gets approved Tuesday.
