Here It the fuD text of the conv rutte findings: Metropolitan Salem Resident! of the Salem commu nity are experiencing urban prob lems almost as far south as Boone Rosy, as far north as Mr Nary Corners, as far east as Walker and Fletcher Road. Not all of these problems can be con struct IveJy alleviated by anima tion at this time but. (or moat of the area, annexation now is the answer. Plans should be laid soon for the annexation of the rest of the area within the next fiva to (en years. In every metropolitan area, ur ban growth does 'ami should' ex lend beyond the city limits. There comei a time, however, when pro blems created hy growth can be solved effectively only by inclu won of the area within the city In Miburban areas, rural fire pro tection districts, sanitary districts, water districts, and others can provide a minimum level of need ed services for a tune. Eventually, however, the minimum level is no longer adequate. Requirements for police protection, street plan ning, construction and mainten ance, more adequate fire protec tion, sewage disposal, and plan ning and zoning intensify. There are areas in suburban Salem where special districts provide only a costly and Inadequate sub stitute for adequate city services. The Needed Services There is general agreement that adequate sewage disposal is cri tically needed in the area immed iately south of Salem While sep tic tank drainage it still satisfact ory in some of this suburban area, aproximatrly half of the residents arc conlronted with a very real health menace. The need for im proved sewage disposal has led to earnest discussion in recent months of the feasibility of form ing a sanitary district to purchase services from the City of Salem. This would solve the problem for some, but not all, of the area. Recognition of the need for more adequate planning of the develop ment of the urban fringe has been demonstrated by the recent estab lishment or the Mid-Wilamette Valley Planning Council The ( ouncU will serve as a coordinat ing medium for city, county. school district and other local governments as they plan (or the future It is evident, however. that planning without city follow up will not be as useful to the fringe area as it ought to be The need for Improved fire pro lection, urban-type police patrols, additional recreation facilities, and such prosaic amenities of city bv lrg as standard street signs and street lights is apparent but hu not. as yet. been clearly felt by the residents. Many fringe dwellers claim to have moved out of the city to escape city Uxes. It is the opiroc of the committee that economic self interest war rants annexation of areas st least to a line somewhere south of Ma drona Avenue and east to Strong Road. Some members of tie com mittee would recommend annexa tion as far south as Boone Road. The Total Fringe Early la its deliberations, the committee recognised that the "growing pains" in South Salem were merely specific examples of conditions that could be observed in areas east and north of the city limits. It appeared, too. that added growth in west Salem will event ually produce similar problems in that area. The best Interests of our com munity will not be served by con tinuing the ptece-moal and unco ordinated, almost accidental an nexations which have occurred over the past ten years. Tha mis sion assigned to mis committee referred specifically to the prob lems of the southern fringe. If, aa a result of committee recommen dations, action is taken which looks towsrd annexation of a por tion of the suburbsn srea south of Salem, corresponding action ought to be taken al the same time to annex areas east and north. The City Council and the resi dents of the Cit of Salem can no longer afford a passive role with respect to the fringe ares. Partly this is a matter of pride a desire to have tangible evidence of the dy namic nature of the city. Increased area and Increased population bring increased prestige But this attitude is rooted more deeply in the urban sanse of community and s willingness to acknowledge the Interdependence of city and suburb. Suburban areas are generally slower to develop s community of Interest. In the early sUgea of development there are. In fact, fewsr areas of common concern. Too, many exurbanites have sought precisely "s little place In the country" and do not relish becoming again a part of the city they left behind Some suburban ites believe that they are escaping city taxes although they are usually paying higher prices for inferior services These attitudes are recited here because they are reflected in our community. These attitudes are however, no reason to postpone an nexations which art warranted by the growth of urban problems in suburban areas. These attitudes are merely a part of the challenge When city officials, aaded by in terested residents of the effected area, have agreed oa logical new boundaries snd sn equitable ap portionment of the coats, it will be Decenary (or all agencies of op inion formation in the community collaborate in a program to make absolutely clear to the people of the city and the alfected area that the benefits of annexation are ape- icilic, measurable, and unmistak able.
