GANGWARC Oty Editor, Tk Stalesnua Annexation is definitely the answer to south suburhan problems arnl (here's no justification for incorporation of a new city south of Salem, it uas concluded Thursday in final report of the Fringe Area Studv Committr v hich surveyed suburbsn problems the past five months Furthermore, th committee recommends that Salem city officials and civic leaders should aggressively encourage an nexations even though public opinion in th suburb ha not yet swung around to annexation The 2000-word report came from a 23 member joint com mittee established by Salem Chamber nf Commerce and South Salem Chamber of Commerce last winter after some South Salem citizens begin proposing t new city in th Salem Heights area. Future action on the report was not indicated immediately, hut the report will be presented formally to Salem City Council Monday nigtit It is considered likely thst it will go to the Salem Planning Commission or Mid-Willamette Valley Plan ning Concil for working out details of annexstion proposals. Reasonable concessions permitted by law should be made to areas. Public rtpinmn in most suburban arras does not appear to favor annexation. June M yr The parents of Benny Hooper Jr., the t-year-old boy who was rescued from a well five weeks ago, professed themselves stunned today tfter receiving t $1,500 bill from the doctor who attended the boy at the well site and after ward. "We are trying not to be upset, but we are rather shocked and don't know how to take it or un derstand it." said the boy's moth er.
