Annexation is definitely the answer to south suburhan
problems arnl (here's no justification for incorporation of
a new city south of Salem, it uas concluded Thursday in
final report of the Fringe Area Studv Committr v hich
surveyed suburbsn problems the past five months
Furthermore, th committee recommends that Salem city
officials and civic leaders should aggressively encourage an
nexations even though public opinion in th suburb ha not
yet swung around to annexation
The 2000-word report came from a 23 member joint com
mittee established by Salem Chamber nf Commerce and South
Salem Chamber of Commerce last winter after some South
Salem citizens begin proposing t new city in th Salem Heights
area.
Future action on the report was not indicated immediately,
hut the report will be presented formally to Salem City Council
Monday nigtit It is considered likely thst it will go to the
Salem Planning Commission or Mid-Willamette Valley Plan
ning Concil for working out details of annexstion proposals.
Report Turned Over to 2 Chambers
The joint committee has now finished its job tnd turned its
finsl report over to th two chambers. Chairman Elmer Beet
lund uid Thursday. Salem Chamber of Commerce board flis
approved it already.
Highlights of the conclusions reached in the report: ,
Annexation to city of Salem ia most economical way of pro
viding urban services urgently needed immediately in sub
stantia areas south of city limits.
City nf Salem should let aggressively In identifying the fringe
areas that need city services tnd In encouraging these treat to
join the city. Reasonable concessions permitted by law should
be made to areas.
Public rtpinmn in most suburban arras does not appear to
favor annexation.
There is no justification for lncorporsting s new city south
of Salem.
Both chambers of commerce should give leadership in t
program of planned annexation ts areas require urban services.
Homeowners' Costs Would Be Less
Indications are that tha annual cost of services for an ordi
nary homeowner would he slightly less under annexstion to th
city thsn current costs for eompariblt service outside the city
where sewage it a problem.
The fringe committee did not define areas considered ready
for annexation immediately, ssying that was a task for city and
suburban officials Committeemen did indicate their findings
apply to north and east suburbs, in general, as well as tn the
south suburbs
