Road Financing by Taxes 'Acceptable' To Sec Humphrey Br CHARLES F. BARRETT WASHINGTON 11 Secretary ef the Treasury Humphrey said Tuesday he is "perfectly wining" to accept, as second choice, a plan to pay for vast road building program through immediate tax increases. Humphrey testified before the the House Public Works Commit tee on a subcommittee proposal to hike federal gasoline taxes from 2 to 3 cents a gallon and also boost levies on trucks, diesel fuel, and truck tires and tubes. These increases would . raise more than 800 million dollars a year to help finance P?esident Ei senhower's proposed program for 47 billion dollars in federal-state road building over the next' 12 years. t Most of the Increased federal funds about 24 billion dollars would be spent for completing a 40,000-mile network of interstate defense highways. Special Corporation Eisenhower proposed financing the program by Creating a special government corporation which would sell 30-year bonds, technical ly outside the federal debt limit and outside the I regular budget The bonds would be paid off from revenue from present highway user taxes. : Humphrey said the bond plan still offers the best method" of financing the big program but the Treasury has no objection if Con gress decides to ; adopt the pay- as-you-build taxes favored by the ubcommittee. In fact, the Treasury executive aid,' the tax plan would not place Top Aluminum Firm, Union Open Talks PITTSBURGH 1 The nation's No. 1 aluminum producer Tuesday opened wage negotiations with the CIO United Steclworkers on an amicable note, promising an in crease and a real effort to es tablish a pay structure. Negotiators for the union and Aluminum Co. of America Alcoa) met for two hours in the initial session. "" Mootftrf an undue burden on the economy and would tend to be less infla tionary than the bond plan. -"Leeks Pretty Fair" And he said the proposed sched ule of tax increases "looks pretty fair to me" and would be a "pretty good spread ol the taxes . . . among people who would benefit substantially from an improved highway system." The committee, however, heard Unore than a dozen witnesses from farm, truck, bus, transit, tire and other industry groups protest the proposed taxes as a severe blow that could drive many firms out of business. The committee goes into a closed session Wednesday to iron out the issue, with several key members predicting approval of the tax in creases. Republicans promised a fight on the House floor for Eisen hower's bond proposal, if it is beat en in the committee. The Senate voted 60-31 against the bond plan and adopted instead a substitute Democratic bill which provided for a five-year road build ing program and left financing up to the House, where all tax bills must originate. The Associated Press average of 60 stocks was down 10 cents at $175.20. It was ahead $1.30 Monday. The industrial component lost 70 cents,' railroads were down 10 cents, . while utilities were up 50 cents at a new high since 1931 of $7450. ' There was an almost even divi sion between gainers and losers out of the 1,197 individual issues traded with 460 up and 474 down. Fifty-four stocks hit ew highs for the year and 18 touched new lows. Volume expanded to 2,630,000 shares from; 2,420,000 shares traded Monday.
