Labor Board Curtails Area Of Jurisdiction - WASHINGTON (UP) The Na- tional Labor Relations Board has : announced that it is curtailing its jurisdiction over disputes in vol? tax defense industries, newspapers. - radio and television, stations, retail stores, utilities, transit companies and certain other businesses. The new conditions mean the .board will no longer handle elec tions, unfair labor, or management practice disputes involving some of the smaller business organiza- . tions. - -v ? --y. : . , la addition to cutting down the number of cases lit will handle in the industries named, the. board announced it will no longer take cases involving public restaurants. Today's list substantially completes the 'boards revision of standards for who can and who 'cannot use its services. The changes take effect immed iately and apply to cases already : before the board as well as to fu- ture cases: The new standards for each industry are generally as fol- . lows: . . - . The board set minimum limits for the amount of buying a store does if ft operates entirely- within one state, and on the buyin g and selling it does if it k part of a multi-state chain. Col. 'William Whipple gave the estimate to a Senate appropriations subcommittee in response to ques tions by Sen. Cordon (R-Ore). Whipple said normal operations would call for the work to be done over two years with an expendi ture of $700,00 the .first year. He described John Day as a proj ect '"where it is most desirable and urgent that we have planning funds." Such money, he said, would be needed whether the dam is built by the federal government or joint ly, by the government and some local agency. " Whipple said there also was "ur gent need" for planning funds for Priest Rapids dam,' also on the Co lumbia, which Congress has auth orized as a federal-local "partner ship" project. ' Similar funds are needed for Cougar Dam and Green Peter Dam both in Oregon's Willamette River basin, he said.
